Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This sole source commercial acquisition is issued pursuant to FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Aviation Applied Technology Directorate (AATD) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Teletronics Technology Corp., 15 Terry Drive, Newtown, PA 18940-1830 for the purchase of data acquisition system (DAS) components, ground support equipment and related accessories for integration into existing test facilities. This combined synopsis/solicitation number W911W6-15-R-0007 is being issued as a Request for Proposal (RFP). The requirement is for data acquisition system (DAS) units and components to support aviation platforms to enhance hardware and software capabilities. Units/components must be physically and functionally interchangeable with existing hardware to ensure compatibility, testability and supportability. Warranty terms applicable to all components/hardware to be delivered shall be provided with the proposal. The intended source, Teletronics Technology Corp., is the original equipment manufacturer of the current system. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80 dated January 29, 2015. The applicable North American Industry Classification Standard (NAICS) code is 334511 with a small business size standard of 750 employees. ACC/AATD anticipates award of an IDIQ contract with a maximum value of $10,000,000 over the ordering period of three (3) years. The type of funding appropriate for the orders will be assessed at the time of order placement. The IDIQ contract minimum is $15,000, to be awarded concurrently with award of the IDIQ contract. Task Orders will be issued on a firm fixed price basis using funding appropriate for the orders at time of placement. TTC is uniquely capable of satisfying the Government's requirement as it is the only known source that has application interfaces to the existing AATD TTC DAS and TTC DAS test facility equipment. No other source can provide interfaces with the DAS already in use without substantial duplication of cost. Any attempt to acquire new DAS functionality or upgrade to the existing DAS from another vendor having similar types of airborne DAS would pose tremendous technical risk in terms of the data collection and would impact critical test schedules. Furthermore, introduction of any similar, but not completely capable hardware/software would also adversely impact efficiency and credibility of test products produced under ACC/AATD ground flight test programs, many of which are technology insertions destined in as short a time period as possible to areas of operations. TTC products are the uniquely suitable solution to providing new capabilities and for maintaining the current capabilities without harm to the Government. All deliverables are intended for Army Contracting Command (ACC) / Aviation Applied Technology Directorate (AATD), Fort Eustis, Virginia 23604. The provision at FAR 52.212-1 Instructions to Offerors Commercial Items applies to this acquisition without addenda and is incorporated by reference. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with their offer.
