Description
The Department of Energy (DOE) Energy Efficiency & Renewable Energy (EERE) is seeking information to determine the availability and capacity of firms to participate in a requirement for Appliance Standards Analysis and Regulatory Support Services. These technical support services to the Building Technology Program's activities include, but are not limited to: Equipment and Product Standards and Analysis Program; Equipment and Product Verification; Enforcement Testing and Analysis; Equipment and Product Test Procedure Development; Scientific and Engineering Analysis of Equipment and Products; Baseline Studies and Strategic Assessments; Technology Assessments; Engineering Economics and Market Assessment; Program Planning, Management, and Review; Regional Studies; and Partnership Development. See attached proposed Performance Work Statement, Position Descriptions and Procedures for Property. It is anticipated that, should a solicitation be released for a full and open competition, that any subsequent award will be for a base period of twelve (12) months with four (4), twelve (12) month option periods. The maximum value of this requirement is estimated to be between $75 million and $100 million. The majority of the work will be performed offsite with minimal support onsite at 950 L?Enfant, Washington DC. In addition to the general market assessment, DOE-EERE is seeking specific information to determine the availability and capacity of Small Business firms to participate in the requirement. If a Small Business firm believes it has the capability to perform a portion of the work described in the proposed Performance Work Statement, the Small Business firm should identify the portion of work along with the information below as part of its capability statement. Interested business concerns that have the potential capacity to perform these services shall provide the following information by March 5, 2015 at Noon (MST): 1. Information on the same or similar types of service contracts performed, the size, complexity, place of performance including the agency or company name services were provided to. 2. The business concern?s (DUNS) number, breath of experience, office locations, etc. 3. If significant subcontracting arrangements are anticipated in order to meet technical capability, the business concern shall address the administrative and management structure of such arrangements. 4. This effort will require an extensive small business subcontracting goal of 30% or more. Please identify what parts of the scope of work you will subcontract to small business(es). 5. Please identify what portions of the scope of work can be firm-fixed priced. 6. Provide a point of contact: name, location, phone number, and email address. 7. The submittal shall be limited to a total of 15 pages. If additional pages are submitted, only the first 15 pages of information received will be reviewed and considered. The information provided will be used to determine if the requirement should be made available for full and open competition. Failure to obtain the required information in order for an adequate preliminary assessment to be made may result in this effort being advertised for other types of competition. No solicitation document exists at this time. This request for market survey capability information does not constitute a request for proposals. Therefore, requests for a solicitation will be considered non-responsive and no further consideration will be made.
