- 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for test equipment calibration and repair services for the Air to Ground Communication Branch ANG-E62 as outlined in the Draft Statement of Work (SOW) at the William J. Hughes Technical Center in Atlantic City, NJ. 2. Incumbent Contractor Department of the Army, US Army Test, Measurement & Diagnostic Equipment (TMDE) at Fort Dix, NJ. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The results of this market survey will be used as a determining factor in deciding on the level of competition. Please note: Based on the FAA ™s AMS policy at 3.2.1.2.3, the use of agency wide contracts must be used to the maximum extent possible and the responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract vehicle is appropriate. 4. Standard Language Interested companies are reminded that “ (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal are solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 811219 (Other Electronic Precision Equipment Repair and Maintenance) with an applicable size standard of $19 Million. 6. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include: (i) technical approach; (ii) corporate experience with this type of work; and (iii) sample calibration price schedule For the equipment items in Appendix A and B denoted with asterisks in the model column, provide an estimate of the one-time calibration cost (either flat fee or hourly); provide separate estimates for pickup/delivery and/or shipping cost. Also for general information, provide: The nominal hourly rate for calibration The nominal hourly rate for repair Shipping costs Charges above and beyond part costs (iv) any additional information to assist the FAA in planning the acquisition strategy. The capability statement should not exceed five (5) pages in length. (b) Business Declaration “ Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals All submittals must be received via email at Kimberly.a.knight.@faa.gov no later than 2 PM (EST) on March 04, 2015. Vendors must contact the Contract Specialist, with any questions regarding this market survey via email only at the email address above by February 26, 2015. 8. Other (a) The FAA does not anticipate a site visit prior to submittals in response to this market survey announcement. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (c) The FAA anticipates releasing the SIR in the months to follow the Market Survey. 9.
