Description
The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is seeking sources on behalf of the Project Manager Expeditionary Energy and Sustainment Systems (PM E2S2) that have available, or have the capability to manufacture, test and deliver Advanced Medium Mobile Power Sources (AMMPS) using Government furnished Technical Data Packages. Potential sources must have the capability to effectively interpret detailed government specifications and product drawings to assemble and conduct production conformance test requirements (in accordance with Mil-Std-705 Test methods) as ordered. The AMMPS program will procure the medium sized tactical sets, which include generator set sizes 5, 10, 15, 30 and 60 kW. The AMMPS program includes 26 different configurations, including 50/60 Hertz (Hz) models and 400 Hz models with optional winterization kits. The AMMPS family of generators includes ten skid-mounted configurations and 16 trailer-mounted configurations as Power Units and Power Plants (PU/PP). The PU/PPs include trailer interface kits, switch boxes and cables mounted on standard military trailers. The trailers to be used will be Government Furnished Property (GFP) to include the 1-ton Light Tactical Trailer (LTT) and the 2.5-ton M200A1 trailer. Standard light and medium tactical wheeled vehicles will tow the trailer-mounted configurations. The AMMPS program will require logistics related products. Potential contractors may be required to develop and provide provisioning data to support the AMMPS fleet. The estimated quantity of AMMPS is a total of 18,000, inclusive of all skid and Power Units/Power Plants over a five production year period from calendar year 2015 through 2019 with a delivery rate of approximately 300-500 per month. Peak rate is estimated to be approximately 650 per month. The Government (PM E2S2) plans to host an Industry Day in April 2015 to provide an overview of the intended contract(s) and offer Industry an opportunity to see the AMMPS generators as well as a question and answer session. Details will be published in a separate FEDBIZOPS announcement. The National Stock Numbers (NSN) for the AMMPS Generators are as follows: 5 kW, 50/60Hz, (NSN 6115-01-561-7329); 5 kW, 400 Hz, (NSN 6115-01-561-7438) 10 kW, 50/60 Hz (NSN 6115-01-561-7455); 10 kW, 400 Hz (NSN 6115-01-561-7466) 15 kW, 50/60 Hz (NSN 6115-01-561-7634); 15 kW, 400 Hz (NSN 6115-01-561-7674) 30 kW, 50/60 Hz (NSN 6115-01-561-7718); 30 kW, 400 Hz (NSN 6115-01-561-7738) 60 kW, 50/60 Hz (NSN 6115-01-561-7788); 60 kW, 400 Hz (NSN 6115-01-561-7895) Interested parties with the capabilities to satisfy the above and meet the AMMPS production requirements should submit a white paper, not to exceed 10 pages, questions 8a-8e are excluded from the 10 page limitation. The white paper describing the contractor's experience in fabricating products from government product drawings & specification and testing of power generation equipment, organizational capabilities and a Rough Order of Magnitude (ROM) unit cost for potential future government procurements. Additionally, your company's response should include a complete discussion of your ability to meet the above stated requirements and capabilities, facility availability and staffing capabilities. The supporting documentation must be in sufficient detail to enable the Government to determine if the potential vendor either has the required product, hardware and data, or the capabilities and production qualifications required for this production effort. Responses should also include a cover letter (not included in the page count) providing: 1. A point of contact information to include: company name, contact name, company address, website (if available), contact phone number, and contact email address. Cage Code and Duns Number. If your company holds a GSA Schedule contract (874 or other), please provide the Schedule number. 2. Statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification (8(a), Woman-Owned, Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies. The small business size standard is 1,000 employees for the North American Industry Classification System (NAICS) Code 335312. Additionally, responders should include direct answers to the following questions: 3. Can you acquire enough space to perform this task prior to contract award or within 15 calendar days after contract award? 4. Has your Company performed this type of effort or similar type effort (to include size and complexity) before, if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 5. Does your company have a SECRET facility or access to one should it be required? 6. Personnel performing work under an eventual contract will be required to have a SECRET Facility Clearance. Do your employees who would work on this effort have a SECRET Clearance? 7. SB Questions: Responses to the below questions shall be included in a separate section of the submission and will not be counted as part of the 10 page limit. a. If you are a small business and plan to be a prime on this effort, please explain how you will meet the limitations on subcontracting Clause 52.219-14? b. The Government understands that teaming is an intricate part of contracting. Please briefly describe how you would approach selecting team members for this requirement if you are not performing this action 100% in house? c. As a small business, can your company sustain the effort if not paid for 90 calendar days? d. Does your firm possess an approved Defense Contract Audit Agency accounting system? PLEASE NOTE THAT IF A CHARACTERISTIC OR CAPABILITY IS NOT ADDRESSED THE GOVERNMENT WILL ASSUME THE RESPONDENT DOES NOT OR CANNOT MEET THE SALIENT CHARACTERISTICS OF THIS MARKET SURVEY. The data received in response to this market survey is for information purposes only and does not mandate or impose requirements. This notice is not a request for proposal and the Government does not intend to pay for information submitted. No contract award will be made on the basis of responses received; however, the information will be used in the Government's assessment of capable sources. If a formal solicitation is generated at a later date, a solicitation notice will be published. It is desirable that data be received with unlimited rights to the Government. However, the Government recognizes that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
