- Attachment 1 RFI Background and Questions This is a Request for Information (RFI) notice. It is NOT a solicitation for proposals or proposal abstracts. The purpose of this notice is to obtain information, for planning purposes, regarding answers to questions from qualified sources the Federal Highway Administration (FHWA), Office of Federal Lands Highway (FLH) has related to eBidding. We define eBidding as the electronic submittal of contractor-prepared bid documents (including bid prices, representations and certifications, bid signature, bid guarantees, etc.) for sealed bid highway or bridge construction contract solicitations. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Any information provided in response to this RFI may be used by the government and should not be marked proprietary. A firm's response to this RFI will not influence the evaluation of any proposals potentially requested in the future by FHWA for the requisite services. The Government is conducting market research to: • Seek answers to questions FLH has related to eBidding and determine if implementing a system/service would be beneficial to the agency; • Determine what sources exist that are capable of providing the eBidding service; • Determine the capabilities of potential contractors; • Determine the size and status of potential sources; and • Determine the level of competition. ANY INFORMATION PROVIDED IN RESPONSE TO THIS REQUEST FOR INFORMATION MAY BE USED BY THE GOVERNMENT AND SHOULD NOT BE MARKED Proprietary This Notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information or responses submitted as the result of this Notice. As a result of this Market Research, FHWA may issue a solicitation for related services, at FedBizOpps.gov. Please review this website in the future to locate the related solicitation.
