Description
This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. A contract may not be awarded as a result of this sources sought announcement. The Mission and Installation Contracting Command-Fort Belvoir (MICC), on behalf of the Arlington National Cemetery (ANC), intends to purchase protective (safety) footwear for employees and contractors at Arlington National Cemetery. The contractor shall provide a capability statement that explains how the vendors will provide the supplies, material samples and equipment necessary for fitting, supplying and delivery of the safety shoes IAW with the following specifications: a. For this contract, Contractor shall be required to fit, furnish, and deliver via quote mark shoe truck quote mark several styles of men's and women's protective footwear in accordance with the Attached characteristics: Please see attached Characteristics and Rating Table b. In addition to the above rating key the outsoles shall have the ability to also withstand the following: i. Oil ii. Water iii. Abrasion iv. Metal chips v. Chemicals vi. Heat vii. Slipping c. Shoe Truck. The contractor shall provide a full service shoe truck which shall be the primary source for the fitting and issuing of protective footwear. The contractor shall be responsible for all costs associated with the operation of the shoe truck. The contractor shall also be responsible for providing trained personnel to ensure proper fitting of protective footwear. The shoe truck vehicle shall be: i. Equipped with proper interior and exterior illumination. ii. Configured to permit employees to be sized and fitted within the vehicle. iii. Configured to permit ANC employee(s) to walk into the vehicle in a safe manner. A set of stairs with accompanying railing may be necessary. iv. Stocked with a large variety of sizes and widths of the approved styles. v. Upon advance request, stocked with a small variety of sizes and widths of the approved styles. d. Personal Protective Footwear shall be manufactured in the United States in accordance with (IAW) the Berry Amendment (as found in DFARs 225.7002-1, 10 U.S.C. 2533a, and clause 252.225-7015 as found in Contract Clauses). e. Personal Protective Footwear, Non-conductive: Contractors shall carry approved protective footwear in a wide variety of sizes and widths. All non-conductive footwear shall be certified by the manufacturer to comply with the current ASTM F2412/F2413 standards. http://www.astm.org/Standards/F2413.htm f. Characteristics for non-conductive footwear shall include: i. Arch stabilizer ii. Composite toe iii. Cushioned heels iv. Full fabric lining v. Full grain leather uppers vi. Fully padded tongue and collar vii. Removable full cushion insole viii. Vibram rubber outsole ix. Water resistant leather uppers g. Prohibited characteristics for non-conductive footwear include any of the following: i. Insulated footwear ii. Camouflage-pattern footwear iii. Rough-finish leathers such as nu-buck or suede iv. Decorative stitching such as is common on western-style boots v. Colors other than black, brown or tan vi. Sneaker or athletic-type footwear. h. Shoe Truck Scheduling. Contractor shall agree to the following schedule: i. Provide routine services to ANC once every quarter for each year. ii. Emergency services may be required within 48 hours of request. i. Fitting and Issuing. The fitting and issuing of protective footwear shall be as follows: i. Contractor shall agree to have at least one sample shoe of each approved pair of protective footwear on its shoe truck for employees to examine for consideration. j. It is the expectation of this agreement that the normal turnaround time for ordering and receiving of protective footwear shall not exceed two (2) weeks unless otherwise approved. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) under NAICS code 316210 are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Packages shall be submitted by 10:00AM local time, March 2, 2015 If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages, Not Quotes. Interested small business concerns in NAICS code 316210 with a size standard of 1000 employees are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages shall not exceed five (5) pages and shall be submitted via e-mail to Contract Specialist Erica Baskerville, at Erica.L.Baskerville.ctr@mail.mil with a courtesy copy (cc) to Contracting Officer Haydee L. Soto-Carreras, at haydee.l.soto-carreras.civ@mail.mil at no cost to or obligation to the Government. Areas or tasks where a contractor does not have prior experience should be annotated as such.
