Description
This is a request for information (RFI) for planning purposes only. The Space and Missile Systems Center, Remote Sensing Systems Directorate (SMC/RS) at Los Angeles AFB, CA is seeking information in the form of a Statement of Capability (SOC) from interested parties in support of the Weather System Follow-On-Microwave (WSF-M) Program. SMC/RS is seeking information on a cost effective space-based passive microwave sensor to meet anticipated Department of Defense (DoD) space-based microwave requirements. SMC/RS is interested in receiving information such as sensing capability, design and manufacturing, cost, schedule, risk, and corporate expertise. S mall and small disadvantaged businesses are encouraged to submit the required information outlined in this notice. The North American Industry Classification System (NAICS) code for this effort is 541712. The small business size standard is 1000 employees. An Industry Day general session will be held 10 Mar 15. Refer to paragraph F below for details regarding the Industry Day general session. B. STATEMENT OF CAPABILITIES Interested sources shall submit, via email, an unclassified SOC to the primary point of contact identified below no later than 2:00 PM Pacific Time on 24 Mar 15. R e sponses received after 2:00 PM Pacific Time on 24 Mar 15 may not be considered. The SOC shall be submitted using Microsoft W o rd, Microsoft Excel for cost volume, PowerPoint or PDF formats. Specifically, the SOC shall be limited to 15 pages written (with 1 inch margin) or 30 Microsoft PowerPoint slides (with 1 inch margin). All material provided in response to this notice shall be unclassified, non-confidential, and non-proprietary to the maximum extent practicable. Firms providing confidential/proprietary information shall separately and clearly identify and mark all confidential/proprietary information. The Government will take all necessary steps to protect/safeguard any confidential/proprietary information provided. The Government will NOT be held responsible for any proprietary information not clearly marked. Responses shall include the following: Submitter's Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers. Firms shall indicate if it is a small or large business. We may contact RFI respondents to get clarifi c ation on the information submitted. The Air Force has entered into contracts with The Aerospace Corporation, Quantech Services Incorporated, Tecolote Research, Integrity Applications Incorporated, TASC, and Booz Allen Hamilton. These companies support the Air Force program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses will be provided to our support contractors for their services to the U.S. Air Force. If respondent disagrees with the release of its RFI response to any of the aforementioned firms, respondent must clearly state this restriction in the cover letter accompanying the RFI response. C. C A P A B I L I TY I N F O RM A TI O N S O U G HT General Program Assumptions: •1) The WSF-M satellite will operate in a sun synchronous orbit with a nominal altitude of 833 km; •2) The WSF-M sensor must meet the anticipated requirements as listed in Table 1, in Appendix I; •3) The WSF-M sensor subsystem, polarimetric receiver, is assessed at Technology Readiness Level (TRL) 7 or plan to be at TRL 7 by the end of FY 2015 Responses to the information in paragraphs C.1 through C.5 below shall descri b e the responden t 's current and/or near-term potential capability to design, manufacture, test, and deliver a passive microwave imaging sensor. Respondents may submit multiple designs, if inclined. C.1 Sensing Capability Respondents are to provide a description of the passive microwave sensor (s) that can meet minimum values for Ocean Surface Vector Winds (OSVW) and Tropical Cyclone Intensity (TCI) performance requirements, as listed in Table 1 in Appendix I. Sensor capabilities should be, at a minimum, summarized in Table 2, located in Appendix I. C.2 D e sign and Manufa c turing Respondents shall describe their solution(s) using the following as a guideline: •1. Describe the payload configuration, incl u d ing subassemblies and software. •2. Describe the solution's Technical Readiness Level (TRL) and Manufacturing Readiness Level (MRL), design maturity, and qualification approach/levels. Describe what non-recurring tasks have been c ompleted and which tasks still remain to be accomplished. •4. Describe long-lead items with notional schedule and potential supplier(s). Respondents may include additional information, if necessary, as long as it does not exceed the 15 page limit. C.3 C o st and Sc h edule Provide a Rough Order of Magnitude (ROM) estimation of the costs for each microwave sensor solution. Schedule estimates should be at the 60% confidence level or better. •1. Provide a schedule assuming Authority to Proceed (ATP) date of June 15, 2015. Include sensor delivery date, major milestones and a critical path analysis, if possible. •2. Costs should be separated between non-recurring and recurring costs. •3. Provide time-phased costs in base year Fiscal Year (FY) 2015. •4. Report costs at Level 4 (subsystem level detail). Do not include fee. •5. The Government anticipates awarding a Fixed Price contract type for this effort. •6. Include discussion of any cost drivers, cost tradeoffs, and schedule considerations. Respondents may include additional information, if necessary, as long as it does not exceed the 15 page limit. C.4 Risk Discuss risks to your solution(s). Where possib l e, attach a dollar estimate to the risk. Identify any potential risk reduction items and/or prototyping efforts that could be done in the near term to further reduce risk. C.5 C o rporate Expertise Briefly describe your company, your products a nd servi c es, history, ownership, financial information, and other information you deem relevant. Include your company's ab i lity to manufacture the alternative and include what effort would b e subcontracted and the subcontractor's capabiliti e s. Corporate expertise should be focused on passive microwave imaging sensors to the greatest extent possible. Please provide any other materials, s uggestions, and discussions you deem appropriate. This description shall be limited to 1 page and will not be part of the page count. D. INDUSTRY DAY (General Session Only) In addition to the submission of SOCs, SMC/RS plans to conduct an Industry Day general session at Los Angeles Air Force Base (LAAFB), El Segundo, CA on 10 Mar 15 for the Weather System Follow-On-Microwave (WSF-M) Program. The location for the general session is 200 North Douglas Street in El Segundo, CA 90245 at the Gordon Conference Center (GCC), Building 270, First Floor. The session will start at 8:00 AM Pacific Time and will last approximately 3 hours. Dial-in access will be available. The Industry Day general session will outline the SMC/RS Directorate's goals and objectives of the WSF-M Program. The general session will be unclassified and attendance is voluntary. The Government will not provide any reimbursement for attending this Industry Day general session. Any questions pertaining to the RFI package or Industry Day shall be sent via e-mail at smc.rsrw.wsforg@us.af.mil no later than 4 Mar 15. All questions submitted in advance will be addressed at WSF-M Industry Day in an open forum. Attendance by small and small disadvantaged businesses is encouraged. Industry Day Registration Instructions: Pre-coordination activities must be completed no later than 4 Mar 15. For pre-coordination instructions, email smc.rsrw.wsforg@us.af.mil. Due to space limitations, the total number of attendees each firm may bring to the general session is limited to 5 representatives. If the conference room attendance limit is reached, firms will be contacted to further limit the number of attendees. DISCLAIMERS AND NOTES THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the government to contract for any supply or service whatsoever. Furthermore, the Government is not, at this time, seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The following companies/organizations may be in attendance at the Industry Day general session: The Aerospace Corporation, Quantech Services Incorporated, Tecolote Research, Integrity Applications Incorporated, TASC, and Booz Allen Hamilton-- all are bound by appropriate non-disclosure agreements with the Government.
