Description
SOURCES SOUGHT NOTICE This is a Sources Sought Notice ONLY, (not a pre-solicitation notice pursuant to FAR Part 5) to identify sources that can provide all labor, supervision, facilities, tools, materials, equipment, containers and vehicles as required and necessary for the nonresidential collection, transportation, and disposal, of refuse and waste generated at Fort Jackson, SC. Further, the Army is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFP, if any is issued. A single firm-fixed priced, indefinite-delivery/indefinite quantity (IDIQ) contract is contemplated with a five (5) year ordering period of 1 September 2015 - 31 August 2020, with the period from 1-30 September 15 established for contract phase-in. This sources sought is to determine the capability of potential 8(a) small business sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request forProposals, and is not to be construed as a commitment by the Government. Certified 8(a) small businesses are encouraged to participate. As background information, the Basic Training Center of Excellence, Fort Jackson, SC 29207, is located within the City of Columbia, SC. The installation covers an area of about 53,000 acres in one main area. The cantonment area consists of about 14,000 acres with the balance being unimproved training areas. Troop strength in barracks areas is expected to grow. Currently new barracks facilities are being constructed and/or are in the planning process. Historically, November 2008 to November 2010, the tonnage of nonresidential refuse removed monthly from the installation averaged 863.68 tons per month. Fort Jackson refuse collection has three focus areas: Cantonment, Range, and Directorate of Family Morale Welfare and Recreation (FMWR). The Cantonment Area includes, but is not limited to: barracks, administrative/ headquarters and other office buildings, warehouses, dining facilities, medical facilities, motor pools, stores, restaurants, training facilities, training areas and other buildings as required and as ordered including some building renovation construction sites. Approximately 351 (Government owned) containers are serviced in the cantonment area. The number of containers varies as required because new facilities are being constructed, existing facilities are being renovated, and other facilities will be demolished. Another refuse collection area is FMWR. FMWR uses 60 former Family Housing units for various operations. These units require curbside refuse collection only. Contractor will make life cycle replacement and additional (new) containers available as required. There is also a requirements to provide leasing of open, roll-off containers. There is also a requirement to provide leasing of between 1 and 10 compactors. The overall objectives of the Refuse Collection and Disposal Services is to provide all labor, supervision, facilities, tools, materials, equipment, containers and vehicles as required and necessary for the nonresidential collection, transportation, and disposal, of refuse and waste generated at Fort Jackson, SC. The successful management of the Refuse Collection and Disposal Services ensures the following objectives are achieved: 1. Conservation of resources; the Government believes that the best efficiencies are obtained if the containers are emptied only when full and the truck hauls the most refuse as safely possible to the landfill; 2. Protection of the environment; compliance with all local, State, and federal regulations; 3. Systematic collection and disposal of waste; 4. Effective organizational processes; 5. Efficient operation of disposal systems; 6. Compliance with transportation and safety regulations; 7. Reimbursable Customer Billing; and, 8. Truck Scales providing reporting and verification of individual container weight Scope of Work The successful contractor will be responsible for empting all containers (bins, compacters, roll offs, and food waste containers) based upon historical data to best maximize government resources and to minimize costs to the government. The successful contractor shall manage collection and disposal schedules that provides for accurate and timely schedule of performance as well as managing refuse pick-up procedures which aim at reducing inefficiencies and maximizing pick-up collections. The successful contractor may be requested to make unscheduled (on-call) collections and disposals. The successful contractor shall maintain a tracking system for use in validating container pickups at each location to include distinctive vehicle identification, collection of refuse in areas exclusively covered by this contract and tipping fees charged only for Fort Jackson nonresidential-generated refuse. Provide for a unique identifier for each container that establishes a data point used for billing and weighing purposes. Oral communications are not acceptable in response to this notice.
