- The Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Health Affects Laboratory Division (HELD) intends to award a sole source firm fixed price purchase order (depending on availability of funds) to Advanced Microscopy Techniques Corporation, 242 W. Cummings Park, Woburn, MA 01801 for a XR81M-B: 8Mpixel, cooled research grade, Mid-Mount TEM CCD camera system and funded base year with two option years (depending on availability of funds) maintenance agreement. The request will not be broken up into parts; it will be all or none. The system includes: A. TEM interface, lens and camera (XR81) B. Computer and display C. ATM software with unlimited desktop license D. Installation and training consisting of 2-3 days within same week. The JEOL 1220 Transmission Electron Microscope (TEM) currently uses film and darkroom technology to produce publication images. The specialized EM film and darkroom developing chemicals are costly and becoming more difficult to find as manufacturers recognize that research facilities are migrating to newer technology. The darkroom technique to develop negatives is time-consuming and negatives must then be scanned to produce images that will be used for publication. To upgrade the TEM's technology to meet the needs for high-quality publication images, the digital camera system must provide 8 megapixel resolution with low noise signal using Peltier cooled sensors. The phosphor component must have 11 m square pixels, produce bright images while reducing noise as well as resisting beam damage, and it must match the beam energy range of the TEM. The mid-mount positioned digital camera must possess a high performance B lens with anumerical aperture of 0.23 to provide high sensitivity, a 50% greater field of view when scanning to enable the researcher to quickly scan samples. An electronic shutter is necessary to eliminate beam blanking while images are produced. The software and interface must offer high speed data transfer with high frames per second (fps) viewing speeds to reduce sample exposure time. A digital camera system vendor must be reliable and offer quality service with rapid response time for repairs to prevent interruption of service. Advanced Microscopy Techniques (AMT) offers the XR81M-B digital camera system that meets the needs of the Shared Imaging Facility. The XR81M-B camera is an 8Mpixel, Peltier cooled mid-mount TEM CCD camera. The system includes a high-speed TEM interface with viewing speeds up to 21 fps. AMT provides a computer, display and software with unlimited desktop license. They offer 2-3 days of training at the time of installation. A one-year warranty is included upon purchase. AMT demonstrates confidence in their product by offering multi-year, all-inclusive service contracts to cover the XR81M-B digital camera system, thus ensuring little to no interruption of service. E. Maintenance Agreement: Funded base year with two option years (depending on availability of funds.) This contract action is for a product for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
