THIS SOURCES SOUGHT ANNOUNCEMENT (SSA) IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Subject: Production and Support of Mobile Ground Tactical SIGINT Systems/Capabilities Synopsis: The US Army is seeking PRIME contractors to develop, produce, test, train, support and provide research and development (R&D)/technology insertion (TI) capabilities for up to one hundred twenty-six (126) ground tactical SIGINT systems in accordance with the requirements of a Performance Based Specification and Performance Work Statement (PWS) (these documents are in development and are not available at this time) under NAICS code 334515. The Army is determining the availability and technical capability of potential offerors to provide systems in order to satisfy the program's production needs. A formal Request For Proposal (RFP) is anticipated for release in March 2016. The Period of Performance (PoP) is estimated to be five (5) years, Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Incentive Fee Contract. Basic Information: 1. Company name, address, cage code, facility/safeguarding security level and full point of contact information. 2. State whether your company is considered a Small Business. 3. Please identify if your company has a Defense Contract Audit Agency (DCAA) approved accounting system. 4. Provide details regarding any potential or existing teaming arrangements, strategic alliances, or other business arrangements to satisfy the requirements. Technical Requirements: 5. Respondents should provide a summarization of past relevant experience with developing, integrating, producing, fielding and supporting tactical ground SIGINT systems/programs. Please include information regarding any existing TS/SCI cleared facilities and/or personnel with TS/SCI clearances. 6. The Government intends to require offerors to provide a demonstration of their proposed system capabilities (at their own facilities and cost) as part of the source selection process. Please identify any concerns/issues/risks you may have with the Government's intent. 7. Provide a summary of experience with executing formal Contractor/Government System/SIGINT related testing (e.g. Developmental/Technical Testing, First Article Testing, Production Acceptance Testing, support to Operational Testing, etc.) including road testing (Munson/Perryman) and SIGINT range and chamber testing. 8. Provide a summary of demonstrated expertise in successfully executing the SCI network accreditation/certification process. 9. Provide a summary of past experience successfully managing/executing DoD/commercial programs (ACAT I, II or III). 10. Provide a synopsis of the responder's Research & Development (R&D) staff/capabilities, qualifications, and knowledge of the SIGINT industry. Include identification of prior/current efforts especially those that have led to a capability being successfully integrated into an existing system. 11. Provide a brief summary of the responder's knowledge and experience with the TROJAN data network. 12. Provide a summary of experience with developing, integrating, training, and maintaining/sustaining software for SIGINT/other DoD systems. Include Capability Maturity Model Integration (CMMI) level. 13. Provide any additional information the responder deems applicable to this SSA. All questions received by the specified deadline and their answers will be posted on Army Single face to Industry (ASFI). Companies shall not include any proprietary/classified information; as questions and answers will be posted and all interested parties will be able to see questions/answers posted. Response Instructions: No classified information should be included in your response. If you have any doubt/discrepancy regarding the classification of data/information, please do not include it in your response. Proprietary information is acceptable but must be marked as proprietary. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Please respond only if you have experience with the above 12 points; or are able to execute the above points. Responses shall be submitted in hardcopy only (3 copies) and not exceed 20 pages in length excluding cover page and administrative pages. Pages containing text shall be typewritten, on standard letter 8.5 quote mark x11 quote mark size paper. Each paragraph shall be separated by at least one blank line. Drawings or other graphics shall be reduced only to the extent legibility is not lost. Each page shall be single spaced with a minimum of 12-point Times New Roman font and no less than one inch margins/borders. Any table or graphic shall utilize a minimum of 10-point Times New Roman font and may be landscape. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information. Any proprietary and restricted information shall be clearly marked. Responses must be received NLT COB 23 March 2015.
