- This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to enhancing the operational, mesh-networked collaboration system referred to as the Mobile Field Kit - Chemical Biological Radiological Nuclear (MFK-CBRN). This system is used as a Common Operating Picture (COP) collaboration tool that synchronizes data across tactical units. Synchronized data includes sensor readings, telemetry, chat, and media such as digital images and others. MFK-CBRN is a Java based plug-in architecture with government use rights. In order to advance the functionality of the MFK-CBRN system, DTRA/J9-NTDN seeks the following: • Develop, test and harden additional reachback capability using protocols such as CCSI, NetWarrior and CoT. • Develop, test and harden the integration of additional sensors, including nuclear, chemical, and biological sensors. • Develop, test and harden improvements to real-time sensor-integrated situational awareness such as form-based logging of events and alarm filtering. • Develop, test and harden enhancements to increase operational effectiveness such as improved decision support tools. • Additional usability and human factors research to address ease of use in protective gear. • Conduct training events and demonstrations of operational effectiveness. This includes participation in field exercises with MFK-CBRN users. • Conduct usability assessments including usage under nominal and adverse conditions. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a two (2) page white paper in 12 point Courier New font, not including cover page, cover letter and table of contents. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Firms responding should include their DUNS number, cage code and indicate whether they are a small business. Electronic responses are required and shall be submitted to: luke.erikson@dtra.mil. All emails should include in the subject line the Reference Number and the submitting organization's name. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
