Description
Place of Performance: Contractor facility with trips to the Pentagon and Fort Sam Houston, TX Description: THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, or a Solicitation for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. The US Army Medical Command Center for Health Care Contracting (CHCC) intends to award a contract for six months, from 1 Apr 2015 through 30 Sept 2015, and will include FAR 52.217 8, Option To Extend Services. It will be an Indefinite Delivery Indefinite Quantity (IDIQ) and is for non-personal services to provide sustainment and modernization of the Medical Operational Data System (MODS). NAICS 541511, Custom Computer Programming Services, Size standard $27.5M, will be used. MODS is designed to provide the Army Medical Department (AMEDD) leadership with an integrated system to manage AMEDD human resources (HR), logistics, education, manpower, and Army medical readiness programs. MODS is an integrated automation system that supports all phases of the AMEDD Human Resource Life-Cycle management processes in both peacetime and mobilization. The objectives for MODS are to enhance Human Resources management, manpower utilization, fiscal execution, medical logistics management and medical readiness program management. MODS supports the following functions: Officer, Enlisted, & Civilian File Management; Individual & Unit Medical Readiness Tracking; Pre & Post Deployment Health Assessment; Vision & Dental Readiness Tracking; Medical logistics management & planning tool; Command Grade Allocation & Distribution; Manpower Program & Analysis; Incentive Special Pay Contract Management; GME/GNE Management & Analysis; Continuing Medical Education Management; Professional Filler System (PROFIS) Management; AMEDD Deployment Tracking for PROFIS & Medical Augmentation; PROFIS Requesting/Scheduling for TOE Exercises; Promotion Modeling; MEDCOM Strength Management & Analysis; Optimization Program & Analysis; Transition / Separation Management; Immunization Tracking; Command Management System (CMS); MODS System Management; Warrior Transition, Soldier Patient Locator/Tracking; 68W and 18D Conversion Tracking and Certification; Sustainment; 90-Day Boots on the Ground; Periodic Health Assessment (PHS)/Traumatic Brain Injury (TBI); Behavioral Health; and Electronic Profiling. To provide interactive access to users worldwide, MODS utilizes three distinct platforms: 1) the US Army Network Infrastructure Support Command - Pentagon Enterprise Server; 2) the MODS Web Server; and 3) the user's desk top. The hardware architecture consists of an Enterprise and Internet architecture. The requirement includes Operational Support services as Firm Fixed Price (FFP) Contract Line Item Numbers (CLINS), and MODS Service Requests (MSR) FFP and MSR travel cost reimbursement with Indefinite Delivery Indefinite Quantity (IDIQ) task orders (TOs). Interested parties shall respond to the following questions related to the above services. The MSR IDIQ requirements will be identified as required. a. Please provide a capability statement that includes, as a minimum, the following information: company name, address, point of contact, cage code, phone number, fax number, e-mail address, and business size as it relates to NAICS 541511, Custom Computer Programming Services. b. Capability to obtain required certifications and clearances prior to 1 April 2015. c. Capability to recruit on short term notice and for the short performance period. Please provide responses to this RFI to the following individuals not later than the close of business Monday, March 02, 2015.
