- Survey will be used by the USAF to analyze the market for interested parties of COTS software products that may have the characteristics inherent in helping the USAF deliver a PBES capability described in the RFI narrative PBES Terms of Reference PBES TDL Acronym Listing Details the process map for Implement AF/OSD Instructions Future State Process (Release 4, Map 16) Details the integrated process map for Balance CIS, PRCP, and SDCS Processes (Release 1, Map 14) Details the Contextual Model for Releases 2 and 3 Details the Contextual model for release 4, Justification (J)-Books Details the Contextual Model for Release 1, Baseline Extension Detailed process maps for the Planning Choices, Programming, Budgeting, and Program Defense Procedures (Releases 2 and 3) Detailed process map for Balance PRCP (Release 1, Map 14) Details the process map for Extending the Baseline Process (Release 1, Process Map 01) Details the process map for Adjust Data Elements Process (Release 1, Process Map 13) Detailed Process Map for Balance SDCS (Release 1, Map 14) Detailed process map for Balance CIS (Release 1, Map 14) Request for Information Narrative PBES End-to-End Planning, Programming, Budgeting and Execution Process Model NOTE: THIS IS A STRATEGIC REQUEST FOR INFORMATION (RFI) MEANT FOR MARKET RESEARCH TO FURTHER INFORM AN ANALYSIS OF ALTERNATIVES (AoA) STUDY The United States Air Force (USAF) Program Executive Office (PEO) for Business and Enterprise Systems (BES), Defense Business System (DBS) Development Planning (DP) Branch (AFLCMC/HIQD) at Wright-Patterson AFB, OH is conducting market research in support of the Secretary of the Air Force, Office of the Director Deputy Assistant Secretary for Budget (SAF/FMB) and Office of the Deputy Chief of Staff for Strategy and Planning (AF/A5/8), to identify commercially available software products with enterprise financial management capabilities described below. The results of this market research will further inform an Analysis of Alternatives (AoA) Study in support of the Program and Budget Enterprise Service (PBES) Initiative. SAF/FMB and AF/A5/8 have recognized a need for coherent, traceable financial information in support of program budget and resource allocation decisions. Additionally, a need exists for a mature and flexible change management process to utilize resources more efficiently while responding to the information needs of both the Office of the Secretary of Defense (OSD) and Congress in a timely manner. These capabilities will facilitate decision making throughout the strategy definition, program planning, programming, budgeting, and execution processes. PBES will utilize a Service Orientated Architecture (SOA) to deliver budget formulation and force programming capability for the United States Air Force (USAF). PBES will give USAF a flexible change management process to keep up with constantly changing budget requirements. PBES will leverage existing data sources to provide needed capability in small incremental steps, herein referred to as releases, rather than a single system delivery. USAF needs more mature and flexible change management capabilities for responding to external demands and internal needs for changes in data elements and financial information.
