- This is a sources sought notice only; it is not a request for competitive proposals. There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NACIS CODE. Responses are to be sent via email to Paula.M.Beck@usace.army.mil no later than 15:00, 04 Mar 2015. The Norfolk District, Corps of Engineers is conducting market research to identify potential sources for the following three distinct projects at Arlington National Cemetery, Arlington, VA which are anticipated to be procured separately: (1) Columbarium Court Repairs 1 through 6 - Anticipated work includes providing all necessary labor, materials, equipment and other services, as required to repair, replace, and/or clean flagstone walkways, limestone panels, marble panels, caulking and grout joints, and flagpole holders within the Columbarium Court at Arlington National Cemetery (ANC). Each of the existing Columbarium Court structures, 1-4, measure approximately 114-feet in width and 172-feet in length totaling approximately 19,608 square feet and containing 5,026 pre-cast concrete burial niches. Columbarium Court structure 1 was constructed in the late 1970's. Columbarium Court structure 2 was constructed during the early 1980's. Columbarium Court structures, 3 and 4, were constructed in the late 1980's. Each of the existing Columbarium Court structures, 5-6, measure approximately 115-feet in width and 191-feet in length totaling approximately 21,965 square feet and containing 5,928 pre-cast concrete burial niches. Columbarium Court structures, 5 and 6, were constructed in the mid 1990's. These pre-cast niches are utilized to inurn cremated remains at Arlington National Cemetery. The Columbarium is a reinforced pre-cast concrete structure with exterior limestone cladding. The Columbarium contains a central interior flagstone court which provides pedestrian access to the various niche walls and there is an architectural fountain located in an inner central courtyard which is also surfaced with flagstone pavers. However, due to the age of the structure and the volume of traffic at this particular facility it is now necessary to repair and replace all flagstones, replace the existing mortar bed, re-grout all masonry joints, re-caulk all joints and clean both the interior and exterior limestone surfaces. The Contractor shall also install 9 new flagpole holders within the fountain court. The complete scope of work is in the range of $5M -$15M. The work will most likely progress in a single contract with multiple optioned phases. The anticipated period of performance is from October 2015 through December 2016. (2) Tomb of Remembrance - Anticipated work includes providing all necessary labor, materials, equipment, and other services as required to construct and in-ground receptacle for cremated remains. The Tomb of Remembrance is otherwise known as an Ossuary. The Ossuary will likely consist of an above ground shaft within a conical monument that provides access to the shaft via an exterior access panel with a lockable cover that would allow cremated remains to be deposited into a 1,000 gallon vault concealed beneath the ground. Generally, a 1,000 gallon vault is 5-foot tall, 5-foot wide, and 8-foot long and is estimated to hold approximately 2,000 cremated remains. The shaft allows the cremated remains to be deposited into the vault. The conical structure will likely be constructed of monumental quality stone work designed to compliment surrounding landscape and architecture. The conical structure will placed to one side of an 11-12-foot diameter circle of decorative granite stones with a semi arc footwall that contains an engraved inscription. This circular area will be located along a walkway with granite pavers and a stone bench is to be located across the pathway from the circular monument area, bordering the walkway. The complete scope of work is in the range of 0-$1M. The work will most likely progress in a single contract. The anticipated period of performance is from July 2015 through January 2016. (3) Stone Wall Repair - Anticipated work includes dismantling and rebuilding, in-kind, approximately 5,400 linear feet of the installation's Westward perimeter wall. The work will take place in sections 13, 15, 16, 17, 18, 19, and 44. Anticipated work includes dismantling the existing wall and rebuilding it from the ground up with a reinforced concrete footer and retaining wall up to the level of the higher ground on the Joint Base Meyer-Henderson side of the wall. Reused stone will be cut, chipped, and chiseled as needed to rebuild the wall in a similar look to existing conditions to include 'grapevine' grout joints between the stones. Headstones will have to be removed in certain areas, preserved during construction, and re-installed after construction is complete. The complete scope of work is in the $10-15M range. The work will likely progress in multiple award task order contract (MATOC). The anticipated period of performance is September 2015 through December 2016. Sources sought should demonstrate knowledge of, experience in, and ability to successfully perform the highlighted work in discreetly phased intervals with frequent stops so as to minimize impact to existing cemetery operations. Sources sought should anticipate demobilization and remobilization around both Memorial and Labor Day observances. Sources sought can reasonably anticipate portions of the scope requiring performance during off-peak night and/or weekend hours. Sources sought should anticipate limited lay down area with minimized construction limits. Sources sought should demonstrate knowledge of, experience in, and ability to successfully execute Civil, Site, and Landscaping disciplines of work. In particular, with respect to carefully demolishing existing stonework features, protecting substructures, and repairing/replacing in kind. Sources sought must demonstrate knowledge of, experience in, and ability to successfully manage project construction schedules with special consideration for discretely phased work with frequent scheduled and unscheduled stops. The finished product must demonstrate excellence in monumental stone work with the highest level of quality and enduring performance that is seamless in comparison to existing, and adjacent, finishes and in-kind features. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested capable, qualified and responsive SMALL BUSINESS Prime Contractors are encouraged to reply to this sources sought announcement. Each project will be an independent competitive procurement. It is anticipated that the Government will issue a firm fixed price contract for each scope of work, respectively. Contractors must be registered in CCR and Online Representations and Certifications Application (ORCA) at time of contract award, Please see www.sam.gov for additional registration information. 3. Provide a narrative indicating the primary nature of your business. Narratives shall be no longer than five (5) pages demonstrating experience in a similar type of work as described, at similar contract values, and in a similar locations. 4. Provide no less than three (3) but no more than five (5) examples of projects similar to requirements described above. Projects should be well underway or completed within the seven (7) years preceding the date of this Sources Sought Notice. quote mark Well underway quote mark is defined as at least 50% construction progress completed. Include point of contact information for examples provided. Past performance on indicated projects may be independently verified by the government. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 5. Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. This sources sought is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
