Description
This is a SOURCES SOUGHT NOTICE published for market research purposes. This is not an announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. The U.S. Environmental Protection Agency (EPA) Region 4, Atlanta, GA is conducting a sources sought for informational purposes only to determine the availability of small disadvantaged 8(a) businesses, capable of meeting the requirements of the draft performance work statement (PWS). This requirement is for the follow-on Emergency Response Training and Equpment Management Services (ERTEM) contract in Region 4. Region 4 consists of the following states: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee. North American Industry Classification System (NAICS) Code 561210, Facilities Support Services. is ap plicable to this notice. The purpose of the ERTEM contract is to manage EPA Reg. 4's warehouse to provide equipment for emergency responses, time-critical and non time-critical removals and remedial actions with respect to the release or threat of release of oil, hazardous and toxic wastes, petroleum products, hazardous substances, or pollutants, contaminants or fire or explosion hazards, that pose an actual or potential threat to human health or welfare, or the environment. This effort will also include assistance with the cleanup for incidents involving weapons of mass destruction, acts of terrorism, and nuclear, biological and chemical incidents, in terms of assisting with the deployment and operation of the mobile command post, if necessary, and the deplyment of Superfund equipment to such responses. Current warehouse employees shall have the right of first refusal. A narrative statement of qualifications/capabilities not to exceed a total of twelve (12) pages is required in response to this notice. Responses must include the following information: 1. Name of business with contact information (address, telephone, e-mail, and website). 2. Business size/classification to include socioeconomic designations. 3. Financial Assurance Capabilities (bonding level(s); single and aggregate bonding capacity expressed in dollars). 4. Past Performance/experience on projects of similar scope and magnitude. Describe no more than five (5) emergency response projects that have been completed within the past five years. Information should include project title, location, dollar value of the contract, agency for which the work was performed with reference contact information and a general description of work to demonstrate relevance to the draft PWS. Past performance experience should be clearly identified for all partners. 5. Small Business Adm inistration 8(a) contact, and date entered into the 8(a) program. Only one 8(a) contract will be awarded as a result of this sources sought, and formal 8(a) competition is not contemplated. Offerors MAY be required to do an oral presentation at EPA Reg. 4 at a later time, with at least a one week prior notice. Responses should be submitted as a Word attachment via e-mail to Sharyn Erickson, Contract Specialist at erickson.sharyn@epa.gov. Capabilities statements are due no later than Friday, March 6, 2015, 4:00pm Eastern Standard Time. An electronic copy should also be uploaded to www.Fedconnect.com, and a printed copy mailed to EPA Reg. 4 AMS, 61 Forsyth St., Atlanta, GA 30303. Copies of the Performance Work Statement may be obtained from Reg. 4 by emailing a request to Ms. Erickson.
