Description
Defense Logistics Agency Troop Support Clothing & Textiles Directorate is conducting market research and investigation to determine industry capabilities for providing Personal Protective Equipment against viral contamination for planning purposes only. This is a Request for Information only and not a solicitation for award. DLA is asking for Industry feedback on Berry Compliant products or alternatives to the following five generic item descriptions as well as feedback on industry capability to provide DLA access to 100,000 units of each item within30 days of an order and their ability to provide continued support of 100,000 of each item every 30 days thereafter. For planning purposes, DLA is also requesting industry suggestions and comments on alternate contract arrangements wherein DLA would have access to such quantities in the event of another future crisis, such as the recent Ebola epidemic, without DLA actually purchasing and storing the inventory. Industry is asked to: (1) Identify the specific products they could provide meeting the requirements, (2) Level of commercial inventory they carry of each or can manufacture in a stated timeframe, (3) Identify, for each recommended item, whether item is specifically certified as PPE for viral infections and how, (4) Identify all places of manufacture and storage. (5) Identify total monthly and yearly capacity of each item recommended. (6) Identify production leadtime or limitations for each recommended item, (7) Suggestions on any contractual management fees for providing DLA access to inventory in the event of a future crisis without any guarantee of any order from DLA, (8) Identify if your firm is unwilling or unable to meet requirement along with reason why you consider the requirement infeasible. Sewn strap for neck and back fixing. Weight: 250 grams/meter squared. Covering size 90cm (width) x 120cm (height). Or equal with certification meeting NFPA 1994-2007, NFPA 1999, EN ISO 13688, EN 14126 or other equal standards from the CDC, DART, WHO, NFPA, EN ISO, ISO, USAID, MSF, UNICEF, or other stakeholder qualified to certify PPE from viral infections. Note: NSN 8415-00-082-6108 CID AA-55063 was found to be an acceptable alternative for this requirement •(2) Heavy Duty Supported Dipped Glove - Size Large - Fabric: cotton or polyester. Coating: PVC or Rubber. Smooth finish. Waterproof and acid resistant. Length should be 11-18 inches. Or equal with certification meeting NFPA 1994-2007, NFPA 1999, EN ISO 13688, EN 14126 or other equal standards from the CDC, DART, WHO, NFPA, EN ISO, ISO, USAID, MSF, UNICEF, or other stakeholder qualified to certify PPE from viral infections. Note: Similar non-domestic alternatives were found to be acceptable alternatives for this requirement: Liberty Glove & Safety Inc PN:2233, PN 2234, PN 2333JL, PN 2333, PN2334; MCR Safety PN 6212, PN 6300, PN 6218, Ironwear PN 4000, Seattle Glove PND8830-12, PN D8330-14, PN D8330-18; Cordova Safety Products PN 5012, Westchester PN 1027, PN 1027R and PN 1047, Memphis Glove 6412 and Showabest Glove 7714R-10. •(3) Hood TY657 or Equal: Hood Tychem C or equivalent or Tyvek or equivalent, Cat No. 3, Type 5/6 Microporous with full face opening with ties. Disposable. Or equal with certification meeting NFPA 1994-2007, NFPA 1999, EN ISO 13688, EN 14126 or other equal standards from the CDC, DART, WHO, NFPA, EN ISO, ISO, USAID, MSF, UNICEF, or other stakeholder qualified to certify PPE from viral infections. Note: Similar non domestic PN 1C668B was found to meet this requirement. •(4) Coverall TYCHEM C or equivalent or Tyvek equivalent. Sizes: S, M, L, XL. Cat 3 No. 3, type 5/6, microporous, with hood, with elastic ankle and wrists. Hidden Zipper. Disposable. Must meet EN14126 or equivalent. Or equal with certification meeting NFPA 1994-2007, NFPA 1999, EN ISO 13688, EN 14126 or other equal standards from the CDC, DART, WHO, NFPA, EN ISO, ISO, USAID, MSF, UNICEF, or other stakeholder qualified to certify PPE from viral infections. Note: Dupont PN TY 121, TY 122 and TY 127 were found to meet requirement. •(5) Apron TYCHEM C or equivalent or Tyvek equivalent, Cat No. 3 Type 5/6 microporous. Or equal with certification meeting NFPA 1994-2007, NFPA 1999, EN ISO 13688, EN 14126 or other equal standards from the CDC, DART, WHO, NFPA, EN ISO, ISO, USAID, MSF, UNICEF, or other stakeholder qualified to certify PPE from viral infections. Note: NSN 8415-01-629-4030 Dupont PN TF277 was found to meet requirement.
