Description
The purpose of this pre-solicitation notice is to notify prospective offerors that the U.S AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) Mission to Armenia anticipates award of a four-year IDIQ contract through limited local competition among qualified Armenian organizations for "Armenia: Policies for Growth" activity. The Armenia: Policies for Growth project seeks to support achievement of USAID/Armenia's Country Development Cooperation Strategy (CDCS) Development Objective (DO 1) More Inclusive and Sustainable Economic Growth. The project has clearly defined components and will be focused on reducing policy gaps in the areas of competitiveness, business environment, macroeconomic environment, as well as provision of sectorial analysis. The project is designed to have sufficient program flexibility to respond rapidly and effectively to "windows of opportunity" to support reform champions within the government, as well as unexpected domestic, regional or international economic and business policy changes. The work entails designing and implementing both quantitative and qualitative economic analysis, assessments, feasibility studies and other relevant analytical work. The contractor is required to have a high level of managerial and technical competence in core program component areas, while maintaining sufficient flexibility to respond to critical USAID, Government of Armenia (GoAM), private sector and NGO program assistance needs on a "demand-driven" basis. The Mission expects the prime implementer of this activity will be local institution or institutions partnered with an international institution(s) as necessary. This will facilitate the local capacity building and experience strengthening. Except for the above information, no additional information regarding this planned RFP is available at this time. All necessity information will be supplied at the time the RFP is issued, which is currently expected to be on or about March 20, 2015 on http:/www.fbo.gov/. Questions/requests for information will not be responded to until RFP issuance. When the RFP is issued, any amendments thereof will be posted at http:/www.fbo.gov/. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. USAID/Armenia will not accept proposals prior to RFP issuance. Prospective offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice is no way obligates USAID to award a contract nor does it commit USAID to pay for any cost incurred in the preparation and submission of a proposal.
