This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. I. INTRODUCTION A. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ): W56HZV-15-T-A265 C.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-78 December 26, 2014 D. Small Business Set-Aside: N/A E. Posting Date: 20 FEB 2015 F.Response Date: 24 FEB 2015 G.Contracting Office: Army Contracting Command - Warren (ACC-WRN) 6501 E. Eleven Mile, Warren, MI 48397. H.The NAICS code applicable to this acquisition is 811213. Offeror must be certified under this NAICS code prior to receiving an award. I.This Combined Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their bid and respond to these clauses and provisions accordingly. A failure to complete these fill-ins may cause your offer to be determined ineligible for award. J.Basis for award- The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals before the closing date of this solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to negotiate and award contract to Compunetix Inc (CAGE# 8C319). II.GENERAL A.The Detroit Arsenal NEC - Network Enterprise Center in Warren, Michigan has a requirement for the following: Hardware and software post warranty maintenance services for the Detroit Arsenal Compunetix CONTEX 240/480 Audio Conferencing System and associated server. The maintenance shall be for one base year and four option years Scope: The contractor shall provide Original Equipment Manufacturer (OEM) on-call telephonic Post Warranty Maintenance Service - Standard Level to the Detroit Arsenal Compunetix CONTEX 240/480 Audio Conferencing System fixed asset infrastructure. The Standard Level of Post Warranty Maintenance Service shall include Phone Support, Hardware Repair and Return, Advanced Replacement, Error Correction, 24 by 7 Coverage, and Minor Enhancements. Remote Diagnostics shall not be included in this agreement as Local Information Assurance policies prohibit remote access (remote diagnostics) into the Compunetix Audio Conferencing System, by the contractor. Service Provider Technicians shall be available seven (7) days a week, twenty-four (24) hours a day for emergency service calls. Response time shall be no more than four (4) hours following receipt of an emergency service call, and no more than eight (8) hours following an outage service call. On-site Diagnostics and Troubleshooting by a contractor engineer will not be required as part of this requirement. Technical Requirements. The contractor shall provide Original Equipment Manufacturer (OEM) on-call maintenance of the below Compunetix CONTEX 240/480 Audio Conferencing System fixed asset infrastructure: Infrastructure EquipmentQty 240 Port CONTEX 480 On Demand System - DC1 Audio Enunciator Module2 WOC-MAT Communication Kit (per WOC)2 MLPP System Capability (JITC 2007, per system)1 MLPP System Capability (JITC 2007, per span)10 JITC Contex 240 MAT PC2 On-demand Line Interface 24 Port Expansion (Expand to 480 ports)10 MLPP System Capability (JITC 2007, per span)(Expand to 480 ports)10 Administrative Requirements. a.Maintenance Support. The contractor shall provide maintenance support of Detroit Arsenal Compunetix CONTEX 240/480 Audio Conferencing System fixed asset infrastructure in accordance with this Scope of Work and applicable documents for this site. Discrepancies discovered during implementation shall be reported to the Contract POC within one (1) day for resolution. b.Service Agreement. Post Warranty Maintenance Service shall be provided, by the Service Provider, between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, with all local and national holidays excluded. Maintenance Plan. The contractor shall provide telephone assistance to the Government in the use, configuration, incident analysis, hardware replacement, installation of software and routine maintenance of the Compunetix equipment. In the event of an outage, the Government will contact the contractor. An outage is defined as any of the following: -Inability to initiate or receive calls or build conferences from any operator console or the Maintenance Administration Terminal (MAT). -Loss of greater than 25% of conference port capacity. -Loss of greater than 25% of operator consoles for systems having four or more installed operator consoles. Period of Performance: The period of performance for this effort shall be 12 months from the date of award. Performance may be extended an additional 12 months upon Deficiencies. The Government reserves the right to refuse final acceptance until all deficiencies have been resolved (to the satisfaction of the Government). The Government will review all test results and prepare a list of deficiencies, if any. The deficiency list shall include any problem(s) detected/identified during testing and/or inspections conducted by either the contractor or Government, or both. Shipping and Delivery. Offeror shall incur all shipping charges and deliver supplies F.O.B. DESTINATION to the following address: Network Enterprise Center - Detroit Arsenal, MS 444 6501 E. 11 Mile Rd Warren, MI 48397-5000 Offeror shall deliver requirement by the following date: 01 MAR 2015 B.This acquisition is unrated under the Defense Priorities and Allocations System (DPAS).
