- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Tracking Radar System. Solicitation N00253-15-R-0001 will be issued as a Request for Proposal (RFP) and available to download on or about 10 March 2015. The actual date and time will be identified in the solicitation. The applicable NAICS code for this requirement is 334511, with a size standard of 750 employees. This procurement will be solicited as unrestricted. Offers shall be priced FOB Destination to Winchelsea Island, Nanoose, Canada. Offerors will be evaluated on the basis of lowest price, technically and past performance acceptable to the Government. The requirement will include Specifications and Drawings restricted by the Arms Export Control Act that are ONLY available to the vendor's/contractor's appointed Data Custodian who is registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendor's/Contractor's Data Custodians that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at (888) 352-9333. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. The solicitation will be posted electronically via the FedBizOps website at https://www.fbo.gov. Restricted specifications, drawings and technical information will only be available by accessing FedBizOps. Registration instructions and Vendor Guide book can be found on the FedBizOps homepage https://www.fbo.gov. Offerors are responsible for downloading their own copy of the RFP and for frequently monitoring the site for any amendments to the RFP. No bidders list will be maintained by this office. Failure to respond to the RFP and associated amendments prior to the date and time set for receipt of offers may render the offeror non-responsive and result in rejection of the same.
