- DAF, AFICA, CONUS FA4610-17-R-0001 AFICA Aerospace Support Services Contract (ASSC) Sources Sought Synopsis This announcement serves as a Sources Sought Synopsis issued by the 30th Contracting Squadron for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotations. DO NOT submit a quote or proposal in response to this synopsis. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 541330 Engineering Services and the size standard is $38.5M. This effort is to identify qualified sources capable of providing Aerospace Support Services. The contemplated contract will be for Unconventional Fuels at Vandenberg AFB CA as well as for Transient Aircraft Maintenance, and Aerospace Ground Equipment at Vandenberg AFB CA, Cape Canaveral Air Force Station, FL and Patrick AFB, FL. The Government is particularly interested in maximizing participation from Small Businesses. Interested offerors are asked to furnish a capability statement no later than 1600 hours PDT 10 Mar 15. Please include company name, address, telephone number, point of contact with an email address, business size, DUNS number, Federal CAGE code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). Additionally, each submitter must provide a detailed response to the following six questions by documenting their responses with factual material. Request respondents limit these answers to a total of no more than 15 pages. 1) Do you have the technical and financial capability to provide personnel, equipment and materials to perform all requirements in the Statement of Need? 2) Do you have past performance experience with unconventional fuels/propellants, cryogenics to include hydrazine's (UDMH, MMH, HPH etc.) and associated fuels accounting. Do you have past performance experience with military flight line, aircraft and AGE maintenance/operations? 3) Is your company prepared to be liable, when negligent, for environmental and safety mishaps? 4) Has your firm ever had a pre-award check accomplished by DCAA on the adequacy of your accounting system? If so, identify cognizant DCAA office and POC. 5) Discuss your use of the Earned Value Management System (EVMS) MIL-HDBK-881, Work Breakdown Structure (WBS), and Contract /Funds Status Report (C/FSR). 6) Discuss your corporate Quality Management System. STATEMENT OF NEED GENERAL SCOPE: ASSC provides support services for government and commercial space launch programs, tactical military operations, and aeronautical programs. The scope of the proposed effort includes tasks associated with providing Aerospace Support Services for 30 Space Wing (30 SW), Vandenberg AFB, CA and consolidates Airfield Services for 45 Space Wing (45 SW) located at Patrick AFB, FL and Cape Canaveral Air Force Station, FL. Functional areas requiring support at 30 SW include receipt/issue and storage of unconventional propellants and cryogenic gases, operations and maintenance (O&M) of unconventional fuel systems and vehicles, Fuel Systems Safety and Engineering, and hazardous operations support (HOS); training and O&M support for personal protective equipment (PPE). 30 SW and 45 SW consolidated support requirements include O&M in support of transient alert (TA) aircraft and aerospace ground equipment (AGE) only. Note: It is the responsibility of all potential offerors to monitor this site for release of any future synopses or solicitations. This sources sought synopsis is not a commercial solicitation per FAR PART 12. The Government will not pay for any costs associated with providing this information. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this contemplated procurement. To be eligible for any future contract, prospective concerns must be registered in the Department of Defense System for Award Management (SAM), and must accept payment via Electronic Funds Transfer (EFT) via Wide Area Work Flow (WAWF) website. The PWS attached to this announcement is the current PWS on contract and is only provided for informational purposes as some requirements will be deleted/added. A draft PWS for the follow-on requirements will be posted soon.
