- This is an announcement for the 14th Contracting Squadron's intent to issue a solicitation to establish an Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract for Paving and Civil Works projects on Columbus Air Force Base, Mississippi. The types of work in this IDIQ shall include, but will not be limited to, repair and construction of asphalt and concrete pavements including sub-base and base course, installation of associated utilities, drainage structures, sidewalks, curb and gutters, rubber removal and painting of runways, taxiways, and aprons, and turf. It is the government's intent to solicit and award this IDIQ with one base year and four option years. This IDIQ will be solicited and awarded with an initial obligation, otherwise known as a seed project, as required by AFFARS Mandatory Procedures found at MP5316.504. The specifications and Statement of Work (SOW) for this seed project will be posted with the solicitation. All other pertinent information regarding the minimum and maximum ordering thresholds for the IDIQ will be published at the time of the solicitation. The solicitation will be issued on or about the 25th of March 2015. This procurement will be set aside 100% for Small Business concerns. The associated North American Industry Classification System (NAICS) is 237310 and the Small Business size is $36.5 million dollars. The requirement will be solicited as a competitive Request for Proposal using the procedures in FAR Part 15. The evaluation criteria will be detailed in the solicitation. The solicitation will be posted on Federal Business Opportunities (FBO) at http://www.fbo.gov. Paper copies of this solicitation will not be available. All solicitation information, once posted, may be obtained through the above referenced website. Interested parties should register with FBO and subscribe to receive procurement announcements related to this solicitation. Potential Offerors are responsible for monitoring this site for release of the solicitation package and any subsequent amendments. To be eligible for contract award, Offerors must be registered in the System for Award Management (SAM) prior to award. Additionally, Offerors must complete the online representations and certifications. Offerors can register and complete the representations and certifications via the SAM website at http://www.sam.gov. All prospective Offerors interested in submitting a quote must also have a Commercial and Government Entity (CAGE) code. This notice neither obligates the Government to award a contract, nor obligates the Government to pay for any proposal preparation costs.
