Description
The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a comprehensive upgrade to Light Duty test cell D329 for measuring vehicle emissions and fuel economy. The acquisition of this Commercial item will be subject to Full and Open Competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. The contractor shall provide, configure, install and commission a complete exhaust emissions sampling, analytical, and test cell automation system for determining mass emissions from light duty, up through heavy duty class 4, motor vehicles. This system shall designed and perform in accordance with the requirements of Code of Federal Regulations 40 CFR Part 1066 ?Vehicle Testing Procedures?, 40 CFR, Part 86, ?Control of Emissions from New and In Use Highway Vehicles and Engines?, the requirements of other referenced sections of the CFR, and additional or supplemental requirements contained in this Statement of Work. The core requirement of this contract shall be to configure, build, install, and commission an emissions test system including: a complete automation system for setting up and running tests, dynamometer control, data acquisition, data processing and validation, report generation and data analysis, file handling and transfer, and a variety of tools for test configuration, maintenance, calibration and other support tasks. Supplemental data acquisition requirements include data from the vehicle network bus, and hybrid vehicle battery charge and discharge parameters acquired during vehicle operation; a full flow dilution Constant Volume Sampler (CFV-CVS) and exhaust dilution tunnel including all hardware and software necessary for bag and continuous dilute gas sampling, and sampling for particulate emissions; a dilute analytical system to provide bag and continuous analysis of: Carbon monoxide, Carbon dioxide, Total hydrocarbon (heated system), Methane (GC-FID for bag sampling; heated partial oxidation catalyst for continuous), Oxides of nitrogen (NOx), Nitrous oxide (bag analysis only); a Particulate sampling system consisting of a single sample path able to sample during up to four discrete sample phases with secondary dilution capability; full integration of above system with the test site and dynamometer, including penetration of walls as well as design, materials, fabrication and installation of devices, fixtures and adapters required for installing, physically supporting, and connecting test system components, in a visually aesthetic manner. Options for extended warranty, preventative maintenance, for a second dilute gaseous analysis system, for a second test cell host/automation system and a second complete Sampling, Analytical and Automation system for use in a separate location will be included in the requirement. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; degree to which the project management plan will optimize the accomplishment of requirements identified in the SOW; past performance record under comparable contracts; and relevant previous experience.
