Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N6328515SCRIM.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit bids. The Naval Criminal Investigative Service “ Quantico VA requires the following items, Brand Name or Equal, See (Attachment 1) for list of supplies. NCIS is requesting a proposal for the attached list of crime supplies to be setup on a Blanket Purchase Agreement. Please review the 2 attachments and submit a quote for the requested Crime Supplies for CONUS and OCONUS locations. (Attachment 2) Purpose and Objectives: The objective of this project is to procure criminal investigative supplies. These supplies will be utilized to support NCIS operational missions. Supplies must be shipped to various locations, up to Eighteen (18), offices per month. The List of Expected Ship-To Addresses attached contains the current addresses for product delivery. To minimize mission impedance, vendors must meet the following requirement: - Ability to ship to various locations, up to eighteen (18) field offices, both CONUS and OCONUS simultaneously as required. - Allow addresses to be updated, changed, or added as required. - Ship pre-authorized hazardous good via Federal Express (FedEx) or United Parcel Service (UPS) within 48 hours of order call. - Hazardous Material shipping to OCONUS shall not exceed 10% of the total product cost. - Ship at least sixty percent (60%) of the line items to eighty percent (80%) of the locations monthly. - Ship items within 10 calendar days from order call. Items backordered for more than 10 business days should not delay the shipment of in-stock goods unless authorized by NCIS Contracting Officer. - Provide like or equal replacement items; and provide notification of obsolescence. - Provide email notification and phone call to NCIS Contracting Officer within 24 hours of backorder identification. - Ship previous backordered items via the most expeditious means available. - Ship urgent requirements via FEDEX or UPS NLT close of business day of order call. - Extend the right to NCIS add and/or delete items as required by mission. - Ensure substituted items are similar in nature to replace deleted or discontinued items. -Vendor must be able to take credit card and (WAWF) Wide Area Workflow payments. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods at his convenience at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. ***Question Submission: Interested offers must submit a11 questions concerning the solicitation by March 6, 2015 1:00PM EST. Question should be sent to Ms. Cynthia Springs via email at Cynthia.springs@navy.mil. All Proposals must be valid for 30 calendar days after close of solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
