Description
This is an amendment to the original sources sought notice number R15PS00175. This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region Dams Office has a requirement for application of protective coatings to mitigate corrosion on steel and cast steel surfaces. Due to time constraints, it is often necessary to schedule coating work into specific calendar timeframes to insure that coating does not interfere with other critical-path major maintenance schedules. The area of steel to be coated varies depending on the work schedule. In some years, less than one hundred square feet per year is coated, whereas in other years thousands of square feet are coated in a single year. In the first few years of this contract, coating work will include more than an estimated 2,000 square feet of penstock coating and an estimated 450 square feet of turbine component coating. All work shall be performed in accordance with the Bureau of Reclamation criteria, methods, and procedures in the contract and the general specifications contained in each individual Task Order. This typical work listed above will be in a confined space which requires the following tasks: 1. Continuous air monitoring. 2. Utilization of two way communication between the hole watch and workers. 3. A full time hole watch person with rescue equipment stationed at the entrance. In future task orders, the work may vary from full recoating of tailrace stop-logs, to spot coating of structural towers and other work such as fully recoating the interior of a 100,000 gallon potable water tank. Contractor's shall demonstrate in their capabilities package the ability to do the following: 1. The ability to self-perform a majority of the onsite activities. 2. Have sufficient equipment, personnel and tools. 3. Shall demonstrate minimum experience requirements of working directly in three (3) past contracts of similar size structures such as Hoover Dam penstocks within last 5 years. 4. Experience in site specific safety plans, escape plans, and is able to meet all environmental and safety regulations regarding confined space activities in hazardous conditions. 5. Experience in surface preparation and in the application of specified coating materials. Contractor's shall demonstrate this by submitting those certifications (as listed below) in their qualification packages. The Contractor shall manage the entire coating removal project, provide qualified, skilled labor and supervision and materials as specified in each Task Order. Submittals after contract award shall include, but are not limited to, the following: (1) A Health and Safety Job Plan. (2) Technical requirements for surface preparation and coating certifications. (3) Environmental regulatory requirements related to hazardous paint removal, confined space training certification and demonstrate past experience with HAZMAT disposal requirements. (4) A current copy of their Society of Protective Coatings (SSPC) QP2 certification must be demonstrated. (5) Bonding capability of a minimum of $3 million may be required for an individual task order with a maximum of $5 million in any given year. The proposed contracts will be an Indefinite Delivery-Indefinite Quantity type contracts with a five year ordering period. Fixed-price task orders will be issued as each phase of the job is scheduled in coordination with generating unit outages. The estimated magnitude of each task order is $10,000 to $3,000,000 with a total contract maximum ceiling of $10,000,000 million. Potential locations for the work to be performed are the following locations: Bureau of Reclamation Hoover Dam State Route 172 Boulder City, NV 89005 Bureau of Reclamation Parker Dam Powerplant U.S. Highway 95 Parker Dam, California 92267 Bureau of Reclamation Davis Dam PowerPlant U.S. Highway 95 BullHead City, AZ 86429-8902 This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 238320 Painting and Wall Covering Contractors, size standard of $14.0M. Capability statements are to be submitted not later than Thursday, March 5, 2015, 4:00 PM Pacific Standard Time. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which the Contractor completed coating work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed. (3) Copies of all certifications referenced above (4) Bonding capability. Capability statements shall not exceed five pages in length. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
