- This package contains the DRAFT SOW Mexico Police Instructors Training Requirements The Department of State, Office of Acquisitions is conducting market research to determine the degree of interest and capability of small businesses only in providing Police Instructors part-time, on an as needed basis to provide training to the governments of the United States and Mexico. The Department of State, The Bureau of International Narcotics and Law Enforcement Affairs (INL), at the U.S. Embassy in Mexico City, has been designated the lead agency within the Department of State (DOS) to implement Merida Initiative programs. The Merida Initiative is a partnership between the governments of the United States and Mexico (GOM) to confront violent national and transnational gangs and organized criminal and narcotics trafficking organizations. The interested parties shall establish a cadre of instructors, all of whom are experienced law enforcement officers composed of either former or current U.S. Federal, state, or local law enforcement special agents, intelligence analysts, police officers, state troopers, or task force agents/officers. Additional information is included in the Statement of Work Merida Initiative Police Instructor Training Requirements. The NAICS code for these services is 561210. Responses must clearly demonstrate capabilities through examples of previous and/or current Police Instructor Training contracts or experience closely related thereto. Vendors must specifically address the following criteria: 1. Company must be able to obtain a secret facility clearance prior to submitting proposal on solicitation due date. 2. Company must be able to obtain a business license in Mexico within 10 days of award. 3. FTE’s proposed on contract must be able to obtain working Visa’s from Mexican consulate office prior to performing on contract. 4. Company must list all applicable categories in the matrix below: SB 8(a) Hubzone SDVOSB WOSB Total SB GSA schedule –if yes then provide schedule number Company name Subcontractor (if applicable) It is requested that all interested parties submit their capabilities by e-mail to LaWanna Bradley at BradleyLR@state.gov addressing each of the above requirements by 16:00 EST, March 4, 2015. All interested parties are encouraged to contact the primary point of contact listed via email (ONLY) on this announcement for further information if necessary. The U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
