Description
Draft Performance Work Statement Space Command Digital Integrated Network (SDIN) and Global Command and Control System (GCCS) Operations and Maintenance (O&M) Support Sources Sought/Request for Information This announcement serves as a Sources Sought/Request for Information synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought/Request for Information is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation or proposal. DO NOT submit a quote or proposal in response to this sources sought/request for information. The proposed contract is anticipated to have a Phase In Period 19 Aug 15 - 31 Aug 15, a Base period from 1 Sep 15 through 31 Aug 16 and a one (1) one-year option period 1 Sep 16 - 31 Aug 17. It is this agency's intention to do an unrestricted acquisition unless there are enough qualified small businesses (SBs) with serious intentions to propose on our requirement allowing for a set-aside. The 50th Contracting Squadron (50 CONS) reserves the right to determine if a SB set-aside is appropriate. In order for the 50 CONS to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the required services. The purpose of this notice is to identify companies that are capable and qualified to provide the services required by the attached DRAFT Performance Work Statement (PWS), dated 18 FEB 2015. The Contractor shall provide non-personal services to implement, integrate, centrally operate and maintain the AFSPC Enterprise Networks of SDIN and GCCS Area of Responsibility (AOR). Work includes SDIN and GCCS O&M support functions. The Contractor shall have the ability to operate and maintain these systems. The Contractor must possess a TOP SECRET/SCI facility clearance and handle both classified and unclassified SDIN data/networks as well as GCCS classified networks. These network services support AFSPC, United States Strategic Command (USSTRATCOM), North American Aerospace Defense Command (NORAD), United States Northern Command (US NORTHCOM), Missile Defense Agency (MDA) mission data applications and transport. The Contractor shall provide engineering support, operate, maintain, and provide overall program management support to SDIN and GCCS. The primary location to provide these services is SAFB Colorado, Building 400, with contingency locations at Technical Control Facility (TCF), Cheyenne Mountain Air Force Station (CMAFS), Colorado (SDIN) and Building 12000 Vandenberg Air Force Base (VAFB), California (GCCS-AFSPC). Interested business concerns serious about potentially submitting a proposal to provide these services are invited to respond. The Government requests that responses include additional feedback that the respondent feels is critical to this procurement. Any information provided by industry to the Government as a result of this sources sought/request for information is voluntary and the Government does not intend to pay for any information provided under this synopsis. Written responses will not be returned. If you are not interested in supplying this service, no response is necessary. Responses are due by 5 PM Mountain Standard Time, on Friday, 6 MAR 2015.
