- Description
- This notice of contract action is for the procurement of the Joint Air-to-Surface Standoff Missiles (JASSM) Lithium Ion Battery Packs. The JASSM Program Office intends on awarding a sole source contract. This acquisition is contemplated as sole source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to EnerSys Advanced Systems Inc. Specific requirements may include, but are not limited to: Development, qualification, and production of Lithium Ion Battery Packs designed to meet JASSM specification RCC-319, as well as sustainment of the batteries and contractor support. Delivery is anticipated from contract award to 31 January 2017. All responsible sources may submit a capability statement which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide Lithium Ion Battery Packs without substantial duplication of costs. Date of closing response to this synopsis is 11 March 2015. The date of response to this synopsis is fifteen (15) days after the date of this synopsis publication. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
