Description
Justification for Other than Full and Open Competition This emergency purchase order is awarded under the authority of 10 USC 2304(c)(2). In accordance with FAR 6.302-2 Unusual and Compelling Urgency, the services require cyclotron air balancing in Building 10, Clinical Center (CRC). The air balancing needs to be done immediately due to positive pressure coming out of the vaults which is causing radiation to leak out. Without the cyclotrons, NIH is unable to prepare the radio-pharmaceuticals needed for PET scanning. This could impact patient safety and affect ongoing research. Since this is an emergency requirement, in accordance with FAR 6.305(b), in the case of a contract permitted under 6.302-2 Unusual and Compelling Urgency, the justification shall be posted within 30 days after contract award. In accordance with FAR 5.101(a)(1) since the estimate is under $25,000.00 the requirement information does not need to be disseminated. The anticipated period of performance is as soon as possible after the notice to proceed. The longer the delay in making this award, the Government will bear possible serious safety hazards and greater financial impact. In accordance with Health and Human Services Acquisition Policy, HHSAR 306-303 (b)(1), Justifications for acquisitions at or below the simplified acquisition threshold may be in the form of a paragraph or paragraphs contained in the requisition or other acquisition request document. The estimated amount of this award is $2,000.
