Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. ERDC-CERL requires radio transmitters and other telemetry equipment for field use in a project studying feral burros and coyotes on military lands. The equipment must meet the following criteria: 1)provide both global positioning system (GPS) and very high frequency (VHF) capabilities 2)offer full protective casing and collars made specifically for feral burros and coyotes 3)offer release mechanisms on urethane collars Quantities required are as follows: 1. Feral Burro Telemetry Equipment a. Ten (10) on board GPS subsystems (GPS receiver, uGPSi controller/data logger, and VHF transmitter) which are collar mountable specifically for burros. Temperature and activity schedule data collection capabilities are required. Must be user programmable during operation. Must include a mortality sensor for the animal. Release mechanisms should be on very durable urethane collars for feral burros. b. Twenty (20) micro-processor controlled, collar mountable, VHF transmitters, urethane collar with release mechanism for feral burros. c. Required accessories for use including one (1) collar release programmer, one (1) smart cable, and one (1) adapter 2. Coyote Telemetry Equipment a. Ten (10) on board GPS subsystems (GPS receiver, uGPSi controller/data logger, and VHF transmitter) which are collar mountable. Temperature and activity schedule data collection capabilities are required. Must be user programmable during operation. Must include a mortality sensor for the animal. Full protective case with release mechanism on urethane collar for coyotes. b. Thirteen (13) additional collar release mechanisms.
