Description
NOTICE OF INTENT TO SOLE SOURCE. The National Oceanic and Atmospheric Administration (NOAA)'s Office of Atmospheric Research (OAR)'s Sea Grant College Program requires support of annual monitoring of the juvenile survival and adults returning to spawn in the watershed is necessary to evaluate the success of the program and to provide data useful to adaptively manage the program. Steelhead and Coho salmon are spawned and raised at US Army Corps of Engineers (USACE) fish facilities and released into the Russian River watershed as mitigation for the loss of spawning and rearing habitat caused by construction of the Coyote Valley and Warm Springs dams. As a result of low numbers of fish in the watershed, Coho Salmon is listed as endangered under the authority of the Federal Endangered Species Act. In 2001, the Russian River Coho Salmon Captive Breeding Program (RRCSCBP) was established to supplement the very low natural reproduction in the watershed. Annual monitoring of the juvenile survival and adults returning to spawn in the watershed is necessary to evaluate the success of the program and to provide data useful to adaptively manage the program. The government is anticipating a base year with a possible four additional option years. NOAA intends on soliciting and negotiating a sole source contract with University of California-San Diego/Scripps Institution of Oceanography (UCSD/SIO). In making this decision, NOAA looked at the time involved with obtaining necessary access rights from private landowners (over 550 landowners); obtaining the applicable permits from the National Marine Fisheries Services; and the potential impacts to the program if these items were not obtained timely. This will be issued under Section 303(c)(1) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 U.S.C. 2304(c)(1), and is implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that believe they have the necessary expertise and capability to provide these services may submit a capability statement, proposal or quote, which shall be considered by the agency if received within ten (10) calendar days from the posting date. The response shall be no more than ten (10) pages in length and shall address the following topics: -Organization name, Address, Phone Number, Email, and Point of Contact Information -Brief summary describing your organization and how it fits into this requirement. -Description of any work (similar to the government's requirements) done previously with name of federal agency, business, or any other organization, date of award & completion, and estimate award value. -Curriculum Vitae for any potential project lead. -Examples of other situations where the contractor has had to obtain similar permits to work with endangered species, and agreements for access rights from private landowners -Include your business size classification (e.g. large business, small business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc. for the GSA Schedule contract)
