- The FAA has a requirement to provide Workplace Medical Emergency Response (WMER) program support. This support includes but is not limited to: Medical consulting, continued implementation and operation of the joint management / labor initiative National Public Access Defibrillation (PAD) Program; and First Aid / Cardiopulmonary Resuscitation (CPR) / Automated External Defibrillator (AED) / Bloodborne Pathogen (BBP) related support at Federal Aviation Administration (FAA) facilities. The WMER Program includes: Medical oversight; Program Management; Training, including Cardiopulmonary Resuscitation (CPR) / Automated External Defibrillators (AED) / First Aid (FA) /Bloodborne Pathogens (BBP); preventive maintenance; and hardware support. The work requires that a contractor must be capable of providing quality technical, analytical, and administrative support for the national implementation of the FAA WMER Program, including all personnel, supplies, equipment, materials, data, training, and services necessary to accomplish the program implementation. Nature of the competition The acquisition strategy for the procurement has not been determined at this time. If the Market Survey results in providing meaningful information, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA ™s 8(a) Program. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) or Request for Quote (RFQ) of any kind. This market survey is for information and planning purposes and shall not be construed as a commit by the Government. The FAA is not seeking or accepting unsolicited proposals. Any information provided in response to this market survey is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected accordingly. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Any costs associated with the market survey submittal are solely at the interested vendor ™s expense. Submittal Requirements for the Market Survey The scope of the WMER program support includes the implementation, operation and medical oversight of the FAA Public Access Defibrillation (PAD) Program and associated training, according to Food and Drug Administration (FDA), Health and Human Services (HHS) and General Services Administration (GSA) regulations and guidelines. The scope also includes support for First Aid (FA) and Bloodborne Pathogen (BBP) Programs in conformance with applicable Federal, State and Local regulatory agency requirements as well as FAA's standards and practices. This program includes five principal elements: 1.Nationwide program development, management and oversight. 2.Local program management. 3.AEDs and other WMER equipment, training, maintenance, tracking, etc. 4.Integration of preventative maintenance, training records and data tracking into existing FAA systems. 5.The facilitation of First Aid, AED/CPR and BBP training into the existing FAA management infrastructure. The goal is to deliver a high quality process for the implementation of the WMER program utilizing internal FAA mechanisms to facilitate training and manage training and equipment. The Industry is requested to provide written responses and information that will enable the FAA to ascertain Industry ™s ability to meet future FAA WMER requirements. Please provide your company ™s response for the following items: 1.Technical Capability “ Respond to each Criterion: Criterion 1: Describe your company ™s capability and experience in providing Medical Directors with Emergency Medical Services experience. Describe the proposed individuals ™ qualifications, certifications, Board certifications and whether or not such individuals have experience and certifications in: Internal Medicine; Emergency Medical Services; and Homeland Security Emergency Response. Criterion 2: Describe your company ™s capability and experience in providing nationwide multimedia (concurrent text, audio, graphic inter-activities) First Aid, Blood Borne Pathogen and CPR/AED and Sudden Cardiac Arrest (SCA) Responder training, including manufacturer-specific Heartsine online AED training to Government or Commercial entities. Provide the number of personnel your company has trained in these types of events in the past three years. Criterion 3: Describe who, what, when, where and how your company has provided clinically trained AED Program specialists. State whether or not your company has experience in collaboratively developing facility specific Emergency Response Plans and Public Access Defibrillation program workshops. If so, describe that experience, the plans, and the workshops. Criterion 4: Describe what technologies your company uses to identify and verify AED locations when performing monthly maintenance to confirm the unit ™s location and operation status. State whether or not your company offers early-notification technology for facility employees to immediately alert trained responders of a medical emergency, its location, and the location of the nearest operational AEDs. If you do provide that technology, describe it. Criterion 5: Describe and provide demonstrated experience in responding to SCA events and provide the standards your company uses to assure the highest level of response and protection of personnel covered by a National Public Access Defibrillator Program. 2.Past Performance References: Provide at least three past performance references that depict the types of work your company has performed that are substantially the same or similar to those described in the statement of work (draft) released with this market survey. Provide the names of the organizations supported, the dollar amount of the awarded contract, your company ™s role in the contract (prime or sub), how many personnel supported the contract (e.g., number of personnel and labor categories), and the name, phone number and email of an individual at the customer organization who could vouch for your company ™s experience and contract participation in the past performance reference. References that have occurred in the past five years are acceptable. 3.Qualifications of Personnel: Provide descriptions of personnel you would consider key in supporting a program such as the WMER program, minimum qualifications requirements and experience, certifications, and other skills that may be required to assure conformance to Federal regulatory requirements and first responder initiatives. Explain why the qualifications and personnel you propose are, in fact, essential to the overall success of the WMER program. 4.Training: Describe your company ™s capabilities to provide training on a national level to assure FAA ™s compliance with DHHS, GSA and other regulatory or Collective Bargaining Agreements (see the draft SOW): Describe the techniques and technologies you use and would use to support a WMER program. 5.Business Declaration Form: Provide a completed business declaration form, clearly identifying and proving that the respondent is a U.S. based company. State the size of the company, any socio-economic standing, and whether or not the company is affiliated with a parent organization. ALL SUBMISSIONS MUST BE RECEIVED ON OR BEFORE THE DUE DATE OF: 2:00 P.M. EASTERN STANDARD TIME (EST0, MARCH 11, 2015. All responses must provide responses to items 1-5 above.
