- Description
- A Request for Proposal (RFP) will be issued for the continued operation of the Tulsa Job Corps center located at 1133 North Lewis Avenue, Tulsa, OK 74110. The contract will have a 2-year base period, (anticipated period of performance December 1, 2015 through December 31, 2017) plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about March 18, 2015. These services are being solicited as RESTRICTED. Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple employment barriers faced by disadvantaged and at-risk youth throughout the United States. Job Corps provides educational and career technical skills training and support services. The unique combination of services provided in Job Corps is intended to better prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The successful contractor shall provide: Center Operations: •1) Academic, career technical, social and employment readiness skills, counseling, health services, safety, recreation and work-based learning. •2) Operation and management of campus facilities •3) Residential management, supervision, meals, and support services •4) Job placement assistance and transitional support services •5) Trained and professional staff •6) Center operations integrated with the local workforce development systems, employers and the business community •7) Center oversight, financial and program management Outreach and Admissions: •1) Outreach to local communities about the Job Corps Program •2) Recruitment to eligible youth in assigned geographical areas •3) Information to eligible applicants about the Job Corps Program •4) Eligibility screening and application processing for Job Corps enrollment •5) Enrollment, assignment, and arrival of a specified number of Job Corps eligible youth to centers as assigned by the contract C areer Transition Services: •1) Career transition support resulting from placement in careers aligned with training attained in Job Corps •2) Placement of specified number of graduates and former enrollees as defined by the PRH and contract •3) Job development and referral services The average capacity for the center is 235 total students; 113 residential male students, 82 residential female students, 20 nonresidential male students, and 20 nonresidential female students. The contractor shall operate residential quarters (housing) and services to all students as applicable. A Pre-proposal Conference and Site Visit will be scheduled at the Tulsa Job Corps center. The Pre-proposal Conference and Site Visit shall be held on or about April 9, 2015 at 10:00 a.m. local time. The Center is located at located at 1133 North Lewis Avenue, Tulsa, OK 74110, (918) 585-9111. All potential attendees are required to register in advance with the contracting office running the procurement. Please email a " Notice of Intent to Attend Tulsa Job Corps Center Pre-Procurement Conference " to: Dawn Cavallo, Contracting Specialist at Cavallo.Dawn@dol.gov. All notices should be received by this office no later than April 6, 2015. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. Since the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions which they will want addressed. No questions concerning the RFP will be answered at the conference. While all questions and resultant answers will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging and subsistence are the responsibility of attendees. Proposals in response to the RFP will consist of a written submission as described in Section L of the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction
