Description
The 1 st Special Operations Contracting Squadron, located at 350 Tully Street, Bldg 90339, Hurlburt Field AFB, FL 32544, intends to make a single award for Advanced Driving Class Expendable Training Vehicles (ADCETV) with a period of performance 1 Jun 2015 thru 30 Sep 2019. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure training vehicles are provided to the United States Air Force Special Tactics and Training Squadron at Hurlburt Field, Florida. The contractor shall provide all vehicles specified in accordance with the specifications within the Performance Work Statement (PWS). The course provides the trainees with realistic, hands-on experience. The course is comprised of 100% hands-on exercises consisting of obstacle courses, tactical contact and non-contact driving exercises and vehicle ramming drills that will stress universal driving techniques to negotiate various traffic situations or recover from a hostile or terrorist environment. The four day Antiterrorism/Force Protection course requires the continued use of operable vehicles which the contractor shall ensure IAW the PWS. Contractor will be required to provide up to twenty-two (22) vehicles, transportation, and on-site maintenance for each course. Currently, there are seventeen (17) classes scheduled each year. This acquisition is being offered for competition to eligible Small Business concerns. The North American Industry Classification System (NAICS) code for this project is 811111 with a size standard of $7.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract to the successful contractor selected using Lowest Price Technically Acceptable (LPTA) procedures. The issuance date for this solicitation is projected to be on/about 10 March 2015. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2013) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
