- Statement of Work SF1442 Solicitation Past Performance Questionnaire Price List 4th Option Davis Bacon Wage Determination Building Price List 3d Option Price List Basic Year Price List 1st Option Davis Bacon Wage Determination Highway Price List 2d Option Solicitation Number: FA7000-14-R-0020 Notice Type: Presolicitation Synopsis: Construction Project No. FA7000-14-R-0020, entitled 'Protective Coatings Maintenance and Pavement Markings'. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR small business 8(a) firms with a bona fide office in Region XIII. All offerors must be registered on www.sam.gov. The NAICS Codes are 238320, Painting and Wall Covering Contractor/237310, Highway, Street, and Bridge Construction, with size standard $14 million applies. The procurement is entitled 'Protective Coatings Maintenance and Pavement Markings' at the United States Air Force Academy (USAFA) and all military installations within a 75 mile radius in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. The Academy's goal is to have all necessary Protective Coatings Maintenance and Pavement Markings accomplished. The work requirements to be performed by the offeror consist of, but are not limited to, a broad range of personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Protective Coatings and Pavement Markings at the United States Air Force Academy (USAFA), Colorado and to all military installations within a 75 mile radius. This work is required in support of the 10th Civil Engineering Squadron (10 CES) Base Civil Engineering activities and other authorized ordering entities. During the contract period, the 10 CES and other authorized ordering entities will identify Protective Coatings and Pavement Markings projects and issue individual task orders for each project. Work is to be completed in accordance with the contract Statement of Work. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Offerors are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. NO OFFEROR'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $1,000,000.00 and $5,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 20 February 2015. A pre-proposal meeting/walkthrough is scheduled for 3 April 2015 at 08:30 AM MST, attendance is not mandatory, but is strongly encouraged. Contact David Willers at david.willers @us.af.mil with your company's plans to attend the site visit. Contractors choosing to attend the site visit should notify the Contract Specialist no later than 27 February 2015, at 2:00 PM MST. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified via the FBO website. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above may not be permitted to attend the site visit, due to limited space. Anyone attending the site visit must ride the bus; those not on the bus will not be permitted to participate in the site visit. The number of personnel for the site visit is limited to no more than four individuals per contractor. Contractors must submit a list of those attending with the individual's name, phone number, email address, and the company they are representing to the Contract Specialist so they may access the United States Air Force Academy. Prospective offerors must submit all questions in writing. Questions are tentatively due not later than 5 March 2015, at 12:00 PM MST via Request for Information (RFI) to David Willers. Proposals will be due by 2:00 PM MST (local time) on 30 March 2015. Electronic and faxed offers will NOT be accepted. This project requires the successful contractor to secure bonding.
