- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with AirClean Systems, 2179 Lyon Station Road, Creedmoor, NC 27522, to renew its on-site maintenance agreement for up to the fifty nine (59) DrySafe Evidence Drying Cabinets located in the Emergency Response Team (ERT) space in the FBI's fifty six (56) field offices. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). The main objective of the Field ERT's is to collect evidence supporting FBI investigations. The evidence collected from a crime scene may be contaminated with wet substances such as blood, water or other types of liquids or fluids. The drying cabinet is used to air dry these items of evidence in order to prevent decomposition of evidence and protect the technician from exposure to unknown substances. Without proper handling, wet evidence can easily become contaminated and rendered useless. Preventative maintenance and service of the drying cabinets is essential to performance. The filters contained within these units act to capture or collect all airborne particles or vapors released during the drying process. The used filters are considered hazardous waste once they have served their predetermined life cycle. Each cabinet has two (2) HEPA filters and two carbon filters, which must be replaced by a certified technician after a period of two (2) years. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by AirClean Systems. The Forensic Drying cabinets are manufactured and owned exclusively by AirClean Systems and therefore, they are the only vendor that can provide certified technicians capable of supplying the needed maintenance. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 2:00 pm, EST, on March 2, 2015, by email to the attention of Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
