- This is a Source Sought Notice. Please see the attached documents. AMENDMENT 1 The purpose of this notice is to amend the response date and time for this Request for Information (RFI) and to Provide Mass Care RFI Questions. The RFI response date has been changed to Wednesday, March 11, 2015 at 2:00 PM (EST). In addition to the Statement of Objectives (SOO), issued on February 20, 2015; interested parties are requested to respond to the questions BELOW using the Questions Document provided on February 20, 2015. Mass Care RFI Questions 1. If you were the Government, how would you structure this acquisition? 2. What do you see as the optimal strategy for meeting these Mass Care objectives? 3. Do you see any other objectives For Mass Care service contracts, what should we look for as indicators of success or failure? 4. What quality assurance standards/methods do you think are best suited for the management and surveillance of services during the pre-deployment, deployed, and post-deployment phases of operations? 5. Which portion(s) of these objectives would you consider to be the most easily achievable goals or "low-hanging fruit"? 6. Are there any operating locations that your firm would not support? 7. Would your company be receptive, if asked, to have your program management and operations personnel meet one-on-one with Government representatives to discuss commercial and industry best practices, performance metrics and measurements and innovative delivery methods to reach our objective? Such a meeting would allow the Government to conduct the market research needed to craft an innovative acquisition strategy for a mission-critical agency need. 8. Are there general terms and conditions in federal contracts that would hamper your performance or creativity in bidding for a Mass Care contract? 9. What socioeconomic considerations would you recommend the government contemplate for this procurement, and how should these be structured? 10. At any time in the last two years have you been prohibited from contracting with any US Government agency? 11. Have you in the last two years been the subject of any action to suspend, debar or terminate for cause with the US Government? If so, please explain. Please identify your company business size.
