- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to negotiate a bridge contract on a sole source basis in support of the Multi-Temperature Refrigerated Container System (MTRCS). The requirement is to procure the fabrication and shipment of systems, NSN 8145-01-592-9018, as well as spare parts for each to cover maintenance and support under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The MTRCS program also requires storage, contractor technical support, updated logistics support documents and safety and engineering change documentation. This system has been in continuous production since 2008 with the original equipment manufacturer, DRS Environmental Systems of Florence, KY. This effort is intended to continue production during the time it will take to award and qualify a new contractor's system design and logistical support elements. It is anticipated the awardee of the new competitive MTRCS contract will not be able to produce and support the MTRCS program until December 2016. This is assuming the contract is awarded in April 2015, and there is no slip in design, build, and testing of First Article Test (FAT) items, which will take approximately 20 months to complete. The bridge contract will mitigate the high probability of the program experiencing a major break in production, which would result in the MTRCS program failing to meet the required delivery of systems. The final ordering period for the existing contract ended in January 2014. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Parties that believe they can meet the bridge contract requirements are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information within 15 days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if the more than one responsible source can meet the Government's requirements and is capable of performing the intended bridge contract.
