- DRAFT Task Order #2 CONDUCT REVIEWS FOR THE i3 COMPETITION DRAFT WWC R2D2 IDIQ SOW ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS*** The U.S. Department of Education's (the Department) Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE) division has a new Fiscal Year (FY) 2015 procurement titled What Works Clearinghouse (WWC): Reviews, Reporting, Dissemination, and Development (R2D2). The overarching purpose of the WWC R2D2 procurement is to provide a broad spectrum of support for the WWC Investment which includes two main elements: (1) Conducting reviews of studies submitted as part of the Department's grant competitions, or reviews of studies that receive Department funding, and (2) Developing WWC reports and creating new products to disseminate the findings of the WWC. The anticipated contract will support the work of the WWC Content (Mathematica Policy Research, ED-IES-13-C-0010) and Evidence Review and Support (DSG, ED-IES-12-C-0084) contracts. The anticipated solicitation release date is mid-March 2015. Other relevant details regarding the WWC R2D2 requirement have been provided below. Period of Performance: The period of performance for the anticipated IDIQ contract is 60 months. The period of performance for each potential task order will vary based on the work to be performed. Anticipated Contract Type(s): The IDIQ will have the provision to issue task orders issued on a Fixed Firm Price (FFP) or a Cost Reimbursement (CR) basis, or a hybrid (combination of FFP and CR) basis. Anticipated Acquisition Strategy: Small Business Set-Aside It is anticipated that one, indefinite delivery, indefinite quantity (IDIQ) contract will be awarded. It is also anticipated that the following initial task orders will be awarded under the IDIQ: • Task Order 1: IES Contract management, coordination, & vision for disseminating new products • Task Order 2: Conducting evidence reviews for the Investing in Innovation (i3) grant competition • Task Order 3: Conducting evidence reviews for the First in the World grant competition • Task Order 4: Conducting evidence reviews for the Strengthening Institutions Program (SIP) grant competition Attachments to this notice are as follows: DRAFT WWC R2D2 IDIQ Statement of Work and Draft Task Order #2.
