Description
The Department of Homeland Security (DHS) Transportation Security Administration (TSA) intends to award an interim bridge contract using other than full and open competition for the Office of Intelligence and Analysis (OIA) Document Management System (DMS) in support of the security threat assessments (STA), vetting and credentialing process for programs, initiatives, and transportation populations to ILM Corporation, located at 600 Lafayette Boulevard, Fredericksburg, VA 22401. This interim bridge contract will provide a base period of performance for six (6) months with an additional three (3) one (1)-month option periods. The base period of performance for this interim bridge shall commence from April 29, 2015 through October 29, 2015. If all options are exercised, the period of performance will end on January 29, 2015. The purpose of this interim bridge contract is to allow for continuous, uninterrupted service while the TSA issues a solicitation, negotiates and awards a new contract, and allow the new awardee to undergo the Certification and Accreditation (C&A) process to achieve their Authority to Operate (ATO), and undergo a transition period from the current incumbent. The strategy for the new effort will be a competitive solicitation posted on GSA Schedule 36 "Office Imaging and Document Solutions" set-aside for all small businesses to compete. This is a notice of intent to conduct procurement on the basis of "other than full and open competition" under Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This is not a Request for Quotes or Proposals. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. All responses received within eight (8) calendar days of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed interim bridge contract based upon responses to this notice is solely within the discretion of the Government. No contract award will be made on the basis of responses to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
