- NASA/KSC is hereby soliciting information about potential sources for support services, as listed in the requirements below, for the Office of the Chief Health and Medical Officer (OCHMO) at various NASA centers. The Contractor shall monitor the work activity and provide such oversight and supervision of its personnel as may be required to provide an acceptable level of support for NASA OCHMO. This Request for Information (RFI) is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition and is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet or exceed the above requirements should submit a capability statement of two pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: (1) name and address of firm; (2) point of contact (name, telephone number, and email address); (3) size of business; (4) average annual revenue for past 3 years and number of employees; (5) whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; (6) number of years in business; (7) affiliate information: parent company, joint venture partners, potential teaming partners; (8) list a minimum of two customers covering the past five years (highlight relevant work performed that corresponds with the requirements listed below, contract numbers, contract type, dollar value of each procurement, number of employees and customer point of contact address and phone number). Respondents will not be notified of the results. Prospective offerors are invited to submit written comments or questions to: louis.f.patalano@nasa.gov, no later than 03/20/15. When responding, reference OCHMO Support Services. Comments may be forwarded to Louis Patalano ( louis.f.patalano@nasa.gov ) via electronic transmission. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/KSC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. REQUIREMENTS - Occupational Health Program Administration Management Services including assisting the Government in the administration, execution, and operational management of the Agency; providing personnel with expertise in occupational medicine, space medicine, environmental health, and health information management; providing assistance to the OCHMO in reviewing NASA Centers Occupational Health Programs; scheduling NASA center site visits, and the solicitation, compilation, and reporting of required summary data for NASA Headquarters offices and external; assisting in development of occupational health initiatives, programs, and policy drafts; monitoring and researching emerging health care concerns, regulatory changes, and best practices; maintaining existing and future OCHMO and Occupational Health-related documents in a technical library or other system for easy reference; and, make enhancements to and maintain the content of a website, including posting video teleconferencing and meetings schedules, posting annual calendars, posting revised/new policies/documents. - Occupational Health Program Assessments including assisting the OCHMO in performing assessments of NASA centers implementations. The assessments require visits to each of the fourteen NASA sites. Assessments shall occur on a three year cycle and shall include; inventory and evaluation of facilities, resources, and practices at each site; essential data documentation and reporting; and individual program evaluation. - Electronic Health Records System (EHRS) including personnel with skills in information technology, clinical informatics, and design of flow processes and forms for agency-wide EHRS implementation. The Contractor shall: administer the implementation of the Agency Electronic Health Records System (EHRS) at the direction of the OCHMO; assist in developing and implementing the NASA-specific occupational health module; maintain a help desk for the NASA developed portions of the EHRS; and, provide input to the EHRS, as requested. - Occupational Health Response to Manmade or Natural Disasters including assisting the OCHMO in the development of Agency Occupational Health policy for threats from natural disasters, such as hurricanes, or Weapons of Mass Destruction.The Contractor shall provide medical, environmental health, and emergency medical consultation to evaluate policies and resources at each NASA site for their response to chemical, biological and radiological events. The Contractor shall interface between medical, environmental health and other emergency preparedness organizations, as requested by the OCHMO, to validate lines of communications and responsibilities; and verify the incorporation of medical disciplines in center emergency response policies. - Aerospace Medicine Support including a physician fluent in the Russian language and knowledgeable in Russian flight medicine to assist the Agency Chief Health and Medical Officer in his interfaces with NASAs international partners.It is the Governments expectation that the Contractor shall participate in the NASA Multi-lateral Medical Policy Board meetings, and meetings with the Russian Space Agency, European Space Agency, and Japanese Space Agency.
