Description
Pre-solicitation Notice Description: The Center for Substance Abuse Treatment, Department of Health and Human Services contemplates awarding a 12 month cost reimbursement contract with four (4) 12 month option periods entitled Buprenorphine Waiver Processing and Support. This project is Set Aside for Small Business under NAICS Code 541690. This contract will support training to enable physicians to meet the DATA 2000 (http://buprenorphine.samhsa.gov/titlexxxv.html)waiver qualifications and to support the credentialing and waiver process that has been in operation since 2000. This Statement of Work is for a re-competition of a contract to support continued processing of physician waiver notifications, refining the Buprenorphine Waiver Notification System, and maintaining and improving the Buprenorphine Physician Locator System. Generally, this project consists of a specialized electronic application system, a data base that populates a treatment locator (http://buprenorphine.samhsa.gov/bwns_locator/index.html), a website that provides buprenorphine information, a web board for physician discussion, and a help desk (http://buprenorphine.samhsa.gov/index.html). All components work together to insure that physicians who wish to become waivered to treat opioid addicted patients using buprenorphine can do so if they meet requirements set out in DATA 2000 regulations. More specifically the contract consists of (1) the acceptance and document research of electronic applications and the maintenance of the Buprenorphine Waiver Processing System (BWNS). (2) providing help desk support for applicants and the public during normal business hours (3) the maintenance of the buprenorphine website, a physician web board, the physician data base that populates a treatment locator (4) requested "ad hoc" reports, ie; the current number of physicians in Kentucky that are waivered, or the number of waivered physicians from 2002-2014 in York County, Pa. Upon receipt of the application the contractor shall verify the physician licenses, as well as their trainings within 3 days and shall notify the COR of their completion. All physician information gathered from the application will be housed in a password protected data base that populates a treatment locator for buprenorphine waivered physicians nationwide that choose to be listed on site. The contractor shall also host and update the buprenorphine website and be prepared to transition the 508 C compliant website to SAMHSA within the first two years of contract. Additionally the contractor shall host and monitor a password protected web board for the waivered physicians and provide monthly reports on topics discussed to COR. The contractor shall also reconcile with specified DEA staff on formation gathered from applications within the shared Buprenorphine Notification Waiver System to insure that the physicians are certified and waivered as required within DATA 2000 regulation. Additionally, the contractor's proposed IT plan shall address areas where their technology may improve the processes involved in the certification of waivers. The estimated date of issuance of the RFP is March 11, 2015 with proposals responses, by April 9, 2015.
