- The Federal Aviation Administration William J. Hughes Technical Center intends to issue a single source contract to Southwest Research Institute (SWRI) for particulate matter and other emissions testing of a Lycoming IO-320-B1A piston aviation engine, in accordance with the requirements of Title 40: Protection of Environment Part 1065 Engine Testing Procedures, and in compliance with Southwest Research Institute (SWRI) ISO17025 certification. SWRI is uniquely suited to perform this testing as they are experienced at both highly technical and sensitive emissions testing and are experienced in the operation of air cooled piston engines at the U.S. Army Tank Automotive Research Development and Engineering Center. SWRI is ISO certified for 40 CFR Part 1065 testing with a repeatability of 1 microgram, and designated as a certification laboratory with both the EPA and automotive industry for emissions certification testing, with the ability to certify over the wide range of 500 to 7 micrograms of particulate matter. In addition to the ability to certify automotive engines to US EPA standards, SWRI can also certify with Switzerland, the European Union, and China. Organizations capable of preforming this type of testing are limited to 1) automotive engine manufacture and test facilities to certify their own engines with review and input from the Environmental Protection Agency (EPA) 2) SWRI, and 3) the EPA. Automotive engines are water cooled, not air cooled, therefore, an automotive test cell is not configured to operate an air cooled aviation engine without damaging or destroying the engine. The EPA does not have the resources available to support the PAFI process, to the extent of not having the availability to participate in four scheduled meetings per year. They are also not able to do the testing within the extremely limited time frame established under the Other Transactions Authority (OTA) vehicle DTFACT-13-R-00015.
