Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Rigaku Americas Corporation, 9009 New Trails Drive, The Woodlands, TX 77381, pursuant to 41 U.S.C.253(c)(1)--0nly one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for the renewal of a (1) year service agreement on the following existing Rigaku Americas Corporation X-ray equipment. There is a quantity of (1 each) for each designated line item: RIGHT PORTION EQUIPMENT- 1) MicroMax-007 HF; 2) Haskris; 3) Saturn 944 HG; 4) AFC11; 5) VariMax HF Optic; 6) Cobra & Sub-Components; LEFT PORTION EQUIPMENT- 7) Saturn 92; 8) StructureStudio Software Support; 9) AFC11; 10) VariMax HF Optic; 11) Cobr & Sub-Components. The period of service is March 1, 2015-February 28, 2016. Maintaining a service contract for the X-ray equipment is critical to the success of the many groups doing macromolecular crystallization at NIEHS. This equipment must be maintained in proper working order to solve high resolution crystal structures that provide detailed information at the atomic level as to how macromolecules function. The home X-ray source is used to screen crystals that are shipped to high powered synchrotron X-ray sources. If the X-ray systems are non-functional the la is unable to collect data that allows for structures to be solved in order to advance research. Therefore, maintaining a service contract is critical to reducing downtime experienced due to machine malfunctions and regular wear and tear so that the lab can continue with all its structural biology research. Rigaku is the manufacturer and sole distributor of this equipment. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities /specifications to the Purchasing Agent at the address stated below. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Rigaku Americas Corporation. The NAICS Code/Size is 811219/19.0M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
