Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. This posting is for market research purposes only. The Department of Commerce is conducting market research to determine if there are potential qualified sources that have the current relevant qualifications, experience, personnel, and capability to perform the services described herein. No Solicitation is available at this time; therefore, do not request a copy of the solicitation. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR ANY FUTURE POTENTIAL ACQUISITION. The Commercial Law Development Program (CLDP), part of the Office of General Counsel of the U.S. Department of Commerce provides technical assistance to transitioning countries to create an enabling environment for increased trade and investment and private sector development. CLDP does so at the behest of US Embassies located in these countries. At the request of the U.S. Embassy in Kabul and the U.S. Agency for International Development (USAID), CLDP is conducting technical assistance programs to assist the Afghanistan Commercial Dispute Resolution Center (ACDR) in developing its commercial arbitration products and promoting ADR within the Afghan legal and business communities. The Commercial Law Development Program (CLDP) is seeking a contractor for the services of an Alternative Disputes Resolution (ADR) institution that will be able to successfully carry out the program deliverables below. The approach of this program is to foster a mentoring relationship between ACDR and an internationally recognized ADR institution with significant expertise in the administration of commercial arbitrations and significant experience developing ADR centers internationally. This ADR institution will provide capacity building assistance to ACDR in 4 areas: ACDR Arbitration Rules Development Institutional Administration Training Case Management Training Arbitrator Training The intended term of the contract is one-year base with one 1-year option. The Government intends to award one contract for this solicitation. The Government will not pay for any information received from this Sources Sought Notice. Firms responding to this notice should provide a capabilities statement and any past performance related to the ACDR areas above. The capabilities statement should include Arbitration Experience, Commercial ADR Experience and Foreign ADR Experience. The Contractor should also provide evidence that they have access to commercial ADR facilities located in the Persian Gulf region and can make qualified training personnel available at such facilities. Responses should also include: company name, address, point of contact, telephone number, email address, business size and/or small business status such as disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned Small business.
