Statement of Work The National Heart, Lung, and Blood Institute's (NHLBI) Center for Scientific Review (CSR) Audio-Conferencing Sources Sought Notice HHS-NIH-NHLBI-SBSS-RG-15-80 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Heart, Lung and Blood Institute, Rockledge Dr. Bethesda, MD, Office of Acquisitions, 6701 Rockledge Dr, RKL2/6145 MSC 7902, Bethesda, MD, 20892-7902, UNITED STATES Introduction This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 517911 should not submit a response to this notice. Background The Center for Scientific Review (CSR), at the National Institutes of Health (NIH) has been using voice-over-IP (VOIP) audio-conferencing to facilitate CSR's scientific review meetings since 2006. VOIP technology has provided CSR with a stable technology for connecting with reviewers nationally and internationally, many times alleviating the need for travel. Voice-over-IP (VOIP) technology allows CSR to improve the traditional teleconferencing that was used in the past. VOIP provided CSR with a teleconferencing vehicle to reach out to an expanded audience of scientific reviewers who access the review meetings by dialing into a virtual conference room, regardless of their geographic location nationally or internationally. Purpose CSR is the focal point, at the National Institutes of Health (NIH) in support of the conduct of initial Peer Review, and the foundation of the NIH grant and award process. CSR carries out the majority of Peer Review of research and research training applications submitted to the NIH. In addition, CSR serves as the central receipt point for all such Public Health Service (PHS) applications; makes referrals to scientific review groups (SRGs) for scientific and technical merit review of applications; and, to funding components for potential award. To this end, CSR develops and implements innovative, flexible ways to conduct referral and review for all aspects of science. CSR is seeking a qualified vendor to provide audio conferencing and web interface services to be used at meetings during its Peer Review rounds which are held throughout the year. Project Requirements Specific project requirements are anticipated to be in accordance with the attached DRAFT Statement of Work. Anticipated Period of Performance Base May 14, 2015 - May 13, 3016 Option 1 May 14, 2016 - May 13, 2017 Option 2 May 14, 2017 - May 13, 2018 Option 3 May 14, 2018 - May 13, 2019 Option 4 May 14, 2019 - May 13, 2020 Capability Statement Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Specialist/Officer. The capabilities statement must specifically address each project requirement within the DRAFT Statement of Work provided separately. The capability statements will be evaluated on the following mandatory criteria: 1. The offeror shall have Unique Identifiers. CSR requires the capability to issue PIN numbers or passwords to participants that must be used to access the specified teleconference. This will limit attendance and provide CSR with the ability to run reports after the meeting detailing all of the participants who dialed into the meeting (based on a lookup associated with the pin). 2. The Offeror shall have the ability to provide audio-conferencing services and support for clients both domestically throughout the United States and internationally, at any time during the calendar year. 3. The Offeror shall have Web interface for managing calls; Users shall have the ability to develop and manage a phonebook in the system in order to simultaneously dial multiple contacts in the directory (Call List). Users shall also have the ability to monitor and manage in real-time participants attending the meetings. Additionally, the capability statement should include and will be evaluated on 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the DRAFT Statement of Work requirements, 3) a description of general and specific facilities and equipment available, including computer equipment and software, 4) an outline of previous projects that are similar to the project requirements in which the organization and proposed personnel have participated, and 5) any other information considered relevant to this program. The capability statement must not exceed 5 single sided or 2.5 double sided pages in length and using a 12-point font size minimum. Interested small business organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive; specific Technical Evaluation Criteria is included as an attachment. When submitting this information, please reference the Sources Sought Notice number. Questions regarding this Sources Sought Notice must be submitted by March 3, 2015 at 3:00 p.m.(EST) to Contracting Specialist, Jenn Frazier, at jenn.frazier@nih.gov. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Marianne DiSomma, Contracting Officer, at disommam@nhlbi.nih.gov and Jenn Frazier, Contracting Specialist, at jenn.frazier@nih.gov in either MS Word or Adobe Portable Document Format (PDF), to the due date of this announcement. All responses must be received by March 12, 2015 at Noon (EST) to be considered. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending.
