- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US Army Armament Research and Development Command (ARDEC) Benet Laboratories, located at Watervliet Arsenal, Watervliet New York and Picatinny Arsenal located at Dover, New Jersey are seeking capabilities statements from firms that can provide Calibration and Certification for a Singleton CCT-10C-17844, two Singleton Cyclic Corrosion Test Chambers CCT-10C-VI2012-169 / CCT-10C-VI2013-200 and a Singleton Salt Fog Chamber SCCH #22-17551. Firm must be an accredited A2LA Laboratory that meets requirements of ISO/IEC 17025-2005 and operates in accordance with ISO 9001-2008 standards. The firm must also meet the requirements of ANSI/NCSL Z540-1-1994, traceable to N.I.S.T. The firm must be able to provide parts certified for use on the Singleton CCT-10C-17844, Singleton Cyclic Corrosion Test Chambers CCT-10C-VI2012-169 / CCT-10C-VI2013-200 and Singleton Salt Fog Chamber SCCH #22-17551 that will not impact, nor disqualify the testing equipments ability to perform certifiable corrosion testing to ASTM, GM, SAE, standards. The firm must also be able to provide service with regards to the Singleton CCT-10C-17844, Singleton Cyclic Corrosion Test Chambers CCT-10C-VI2012-169 / CCT-10C-VI2013-200 and a Singleton Salt Fog Chamber SCCH #22-17551 utilizing tools and equipment traceable to National Institute of Standards and Technology. The Government contemplates issuing Blanket Purchase Agreement(s) (BPA) under which to purchase corrosion testing equipment. This notice is open to all business concerns; however, the government intends to evaluate and award BPAs to small business concerns. In the event that there are not enough responses from small businesses, the government will consider awarding to large business concerns. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 334519. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. All information is to be submitted in the English language via e-mail only (10MB limit) at no cost or obligation to the Government and will not be returned. Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Proposals may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your proposal. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. Interested firms are encouraged to submit their capabilities / qualification data NO LATER THAN COB 1600 Eastern Time on 27 March 2015. The Government will accept written questions via email only; Telephone inquiries will NOT be accepted. Submissions and questions should be directed to the following point of contact: US Army Contracting Command, Attn: Giuseppe Tropiano, ACC-NJ-ET, Watervliet Arsenal, 1 Buffington Street Building 40, Watervliet, NY 12189, email -giuseppe.tropiano.civ@mail.mil. The Government will not be issuing a formal Request for Proposal (RFP) as this announcement will result in Blanket Purchase Agreement(s). In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
