Description

Posting (brief abstract): This Market Survey is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1. 1.Introduction/Purpose The Federal Aviation Administration (FAA) is soliciting interest from industry participants capable of designing and building NavAids Monitoring Equipment (NME). The FAA ™s Air Traffic Organization (ATO) mission is to provide safe, secure and efficient air traffic services to commercial, private and military customers operating in the National Airspace System (NAS). The NavAids Monitoring Equipment system with an integrated interface will provide consolidated monitoring and control of navigational aid equipment by replacing multiple independent control and monitoring units located in air traffic control towers. Background information and high level draft requirements for the NME system are provided in Attachment 1 titled Market Survey Submission Requirements and Instructions. 2.Nature of Competition This announcement is for information and planning purposes only and the FAA is not seeking or accepting unsolicited proposals. This market survey capability announcement is not a competition, but request for pertinent information to assist in the pre-acquisition stage. The acquisition strategy for this procurement has not been determined at this time; however, either an unrestricted competition or a set-aside may be chosen depending on the responses to the market survey. Interested large and small businesses are encouraged to respond to this market survey. Accordingly, this Market Survey must not be construed as either a promise to award a contract or an obligation for the Government to provide compensation for information associated with the preparation and submittal of inquiries addressing this Market Survey. All information is to be submitted at no cost or obligation to the FAA. The FAA reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Responses will not be returned. Respondents will not be notified of the results of this survey or results of information submitted. No solicitation exists. Therefore, a schedule of the NME acquisition milestones such as draft Screening Information Request (SIR) release dates, proposal receipt dates, and anticipated contract award dates has not been determined. Also, the total estimated contract value for this effort has not been determined. If a solicitation is issued, it will be synopsized on the FAA ™s Contract Opportunities (FAACO) web page. It is the potential vendor ™s responsibility to monitor the FAACO site for the release of any solicitation documents. 3.North American Industry Classification System (NAICS) Code The North American Industry Classification System (NAICS) code applicable for the predominant overall effort is 541330 “ Engineering Services. Other possible NAICS codes, while not descriptive of the predominant effort required, also applicable to this procurement are: 541519, Other Computer Related Services; 541611, Assistance Management and General Management Consulting Service; 541618, Other Management Consulting Services; 541690, Other Scientific and Technical Consulting services; and 541990, All Other Professional, Scientific and Technical Services. 4.Submittal Requirements Please refer to attachments 1 and 2 for submittal requirements.
