- The intent of the subject announcement is to provide the Draft Request for Proposal (RFP) for Systems Engineering and Technical Assistance (SETA) II Support Services for the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI). All documentation provided with this announcement is considered in draft format and is subject to change upon release of the Final RFP. In accordance with Section L of the Draft RFP, any questions or comments related to the draft solicitation shall be submitted directly to Iain Skeete, Contract Specialist, via email at iain.skeete.civ@mail.mil, no later than 3:00PM EST, March 12th, 2015. Questions must be submitted using Attachment 2, Solicitation Question/Comment Form, which is included with this announcement. Questions received by the Government, in addition to the Government's responses, will be publicized for interested parties via the Federal Business Opportunities (FedBizOpps) website. This is not a formal RFP and no proposals are being requested at this time. The Government will not pay for any information received or costs incurred as a result of this announcement. Any cost associated with a response is solely at the interested respondent's expense. The Government anticipates release of the Final RFP in 3rd Quarter, Fiscal Year 2015. Additional Information: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation has a need for Systems Engineering and Technical Assistance (SETA) support services to provide the organization with the ability to augment its Military and Government Civilian workforce in order to execute its mission. These services will also be provided to other U.S. Government agencies worldwide. The services to be performed will include related activities in support of all aspects of providing responsive integrated and interoperable infrastructure for simulation, training, testing, and instrumentation solutions and acquisition services for the Army. SETA support services are required for effective, efficient, and responsive full lifecycle management of efforts to include but not limited to: administrative support; vision statements and doctrine; development of architectures; program support (e.g., acquisition and budget planning, business and financial programming and execution, modeling, simulation, simulator, training device, and instrumentation development, documentation, fielding and execution, system analysis and integration, integrated logistics support, strategic planning, contingency and mission support, program oversight, independent verification validation and test evaluation, prototype development, sustainment and operation, and analysis of emerging technologies, support); and SME on military tactics, techniques, and procedures. Potential areas of growth are envisioned to be in the areas of: Cyber and Information warfare; Robotics; Unmanned Vehicles; Home Station Training and medical training solutions; Simulation and Modeling Development. These topics are further detailed in the Draft Performance Work Statement (PWS) and will be further defined at the task order level.
