" PRO G R AM BACK G ROU N D The US Department of Defense (DoD) has identified training required for Special Operations Forces to have <del datetime="2015-01-28T13:37" cite="mailto:Mcguire,%20Donna%20W%20CIV%20VTUAV%20FST%20FRC%20East"> multi-mission capabilities of a category Group III Unmanned Aerial System (UAS). To meet these unique training requirements, the UAS must have a combined communication relay/mesh network with high definition full motion video allowing operators to seek out enemy forces and/or high value targets with greater speed and accuracy. The focus of this initiative is sensor, voice, and data communication capabilities replicating those provided by UAS and to provide metadata in support of training requirements to be exercised by units in support of DoD/USCG pre-deployment and experimentation initiatives. REQUIRED CAPABILITIES This is a Request for Information (RFI). The Command Third Fleet is preparing to acquire Intelligence Surveillance Reconnaissance (ISR) and engineering UAS-based services. The UAS shall be mobile and consist of two Unmanned Ariel Vehicles (UAV) and 2 Ground Control Stations (GCS) to support DoD training events. The UAS shall be on-site within a minimum of 10 days of Government notification and be prepared to fly missions within 12 hours of coordination with Government range operations or exercise coordinator. The UAV shall acquire 40 flight hours of metadata from Government defined profiles for five days, eight hours per day. Dedicated UAS systems, management and supervision, personnel, equipment, supplies, materials, fuels, tools, sensors and transportation to provide UAV mission support and data acquisition must be provided. Services furnished may include, but are not limited to, support of the U.S. Navy, other Department of Defense (DoD) departments, agencies and services. The UAV requirements shall include Electro Optical (EO) and Infrared (IR) sensors with full motion video with existing DON/USCG program of record radios, link 16 network capabilities and Intelligence Analysts Tools (IAT). These sensors shall provide less than ten (10) micro radian jitter on all sensors, shall hold on a designated object for as long as the aircraft position allows the sensor to maintain the object/target in its field of view, have a National Imagery Interpretability Rating Scale (NIIRS) minimum of 7.5 rating, and maintain 10 hours of continuous metadata acquisition. Sensor system shall have acquired Laser Safety Board Certification (LSRB). UAV must be capable of launch and recover within 1000 foot runway. Engineering services will include installations of Government Furnished Equipment (GFE) requiring the UAV to have the capacity of 150lbs of payload. The attached draft Performance Based Work Statement (PBWS) specifies further performance and contract requirements.
