- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Design-Bid Build Restore Kinser Medical Clinic, Bldg. 1460, U.S. Naval Hospital, Camp Hansen, Okinawa, Japan. This project includes mainly replacing and upgrading the utility system of Bldg. 1460. Minor floor layout changes are included. The project includes provision of the temporary clinic module to be used during the construction of Bldg. 1460. a. Civil Works: Construct ADA compliant slope to main entrance, provision of utility lines for the temporary module and temporary parking spaces. b. Architectural Works: Remove and construct partition walls for new layout and renovate interior finishes affected by mechanical and electrical works. Remove all doors with new doors with cardkey system, replace all exterior windows, blocking-off all skylights and replacement of waterproofing and roof drain. c. Mechanical Works: Remove and replace the existing HVAC, plumbing, and fire protection system. d. Electrical Works: Disconnect and remove existing panel boards, feeders, branch circuits, wiring, main switch board and provide new to meet current NEC codes. Remove and reinstall existing lighting fixtures. e. Temporary Module: Provide temporary clinic module based on using agency s requirements. The module will be used during construction of Bldg. 1460. The North American Industry Classification System (NAICS) Code is 238990. Estimated cost range is between $5,000,000 and $10,000,000 (JPY519,719,500 and JPY1,039,439,000) Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. This solicitation is intended only for local sources which are resident and licensed to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors must be registered to do business in Japan and possess a Construction License (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or Prefectural Government and a copy of a Registration Certificate (Kaisha Tokibo Tohhon) issued by Japanese Ministry of Justice. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any Offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
